Research On How To Optimizing Local Patent Subsidy Policy To Improve Patent Quality

Patent subsidy policy is an important component content of patent management system,It directly affect the effectiveness of the rational allocation of patent subsidy and public financial resources. Patent quality is the decisive role of China's innovation and improve the international competitiveness. Now Chinese enterprises participate in international competition at a disadvantage due because lack of technological innovation. We research the patent subsidy policy system of local government, improve the policy recommendations in order to improve the quality of patents.First, we detail the quality of patents factors, the patent of the whole process is divided into four phases: inventions, patent applications, patent examination, patent maintenance, and then build a theoretical model based on Chinese Factors four stages. We analyzed the impact of the various stages of patent quality features and functions, and find out the policy controllable, operable key areas, mainly apply motive, subsidized, agency level and so on.Secondly, we analyzed the 29 provincial local patent subsidy policy model results. We from seven aspects, such as object and type comparative study to find out the existing problems, to provide some experience to improve policies. The results show a clear orientation, according to the proportion of the financing, set a maximum limit, supervision of funding models to improve patent quality and foster innovation more effective.Third, we further define the measure of patent quality index entire region mainly includes three aspects: quality of patent applications and international level, effective patent duration. We studied Tianjin patent 2009-2014 six relevant statistical data and funding data, obtained patent quality of patent subsidy policy of the sensitivity analysis. The results showed that the quality of patents and patent Tianjin subsidy positive correlation, sensitivity to patent patent quality gradually increased funding, patent subsidy policy to enhance the quality of patents is indeed playing an increasingly large role.Finally, we propose to solve the problem of the basic idea is based on the conclusions of these studies, from policy guidance, funding limits, handling procedures, funding scope, funding target, financing conditions, management and supervision of financial aspects, and ultimately the formation of a constructive suggestions.
