As the transformation to the social development of the growing importance of patent,and the Shanghai municipal government issued patent aid policy since 1999,China's local governments have introduced related patents aid policy,according to different regions,different patent funding policy,patent conversion incentivised to the enterprise.Local enterprises in China as the target group,the analysis of patent aid policy transformation mechanism of patents,is the main content of this paper to discuss.Firstly,in this paper,the transformation of public policy,patent grant and patent concepts such as questions for clarification,and through combing the literature,patent conversion process can be divided into patent application,patent and patent industrialization such as three stages.From patent grants patent object,patent grants and funding type and the scope of the fund industry etc.This paper introduces the present situation of patent aid policy,and the existing patent number,but the patent into the problem of low level,and put forward is due to the enterprise application transformation process risk consciousness weak,patents and patent funding deviation causes such as policy targets.Secondly,in this paper,using the Smith model,from the target groups,actuators,environmental factors and the idealized policy in four aspects,such as building the role of the funding policy on the patent transformation model,combining the theory of fuzzy front end and gradual decision theory analysis patent funding policy impact on the transformation of enterprise patent,model validation.From the perspective of the target group,the patent policy has improve the patent research and development ability of enterprises,improve enterprise positivity,promote the patent application,improve the quality of patents,and patent transformation probability increases;From the Angle of the executing agency,has a perfect actuator patent transformation process of propulsion,help to set up a special funding actuators,improve the efficiency of fund,and so on;And idealized policy and using PEST model in the aspects such as political environment,economic environment and technology environment factor analysis under the influence of environmental factors,transformation of patent funding policy on the patent.However,the impact of patent grant policy on the patent transformation is also does not distinguish between patent funding target group for the blind,increase patent "bubble",lack of a single policy enforcement agencies to review with the functions of financing and to meet the performance indicators,the supervision of the local government set a lower standard of patent grant,increased the patent applications,creates the illusion of idealized policy.Finally,according to the patent grant policy impact on patent transformation model,with Shanghai as the case analysis,put forward according to different target groups for funding,perfecting the patent grant policy and standardize the operation process executing agency build etc can improve the policy Suggestions.
