Study On Effectiveness Of Abolishing County And Designating District Adjustment

As the reform of administrative division becomes a common means, the police of abolishing county and designating district aims to provide the adequate space and resources for the development of the central city, coordinate the development between cities and resolve various development contradictions between cities, in order to achieve common development in the region by promoting the development of the central city to promote the development of the surrounding small cities. The policy of abolishing county and designating district began sweeping since 1990s, and the areas carried out the police were throughout the country. With the county financial system administrated by province directly spread in 2009, the prefecture-level city implement the police of abolishing county and designating district actively to guard their own interests in a greater degree. Consequently, the policy of abolishing county and designating district ushered a new round of upsurge. The implementation of abolishing county and designating district play an obvious role in promoting central urban development, however, its impact on the county’s economic development remains to be further studied. Therefore, regarding the county areas as an object, the paper study the impact of economic development caused by the adjustment police,rich the theoretical system of administrative division adjustment and regional integration, and has a certain theoretical and practical significance in the side of guiding transformation of the city.Through reading the relevant information and basis data and regarding the county areas as an object, the thesis adopts the method of quantitative firstly, and analysis the economic effect of abolishing county and designating district police by contrasting related based indicators data of Shuangyang and peripheral four counties of Changchun during 1992-2014.Then the thesis summarized the development path of the abolishing county and designating district adjustment of Shuangyang; Finally the thesis adopts the method of qualitative to analyz the practical development situation of Jiutai.Referring Shuangyang,it puts forward relevant countermeasures and suggestions for Jiutai by contrasting the development conditions between Jiutai and Shuangyang. The article is divided into six chapters altogether, the main contents are:Chapter 1:The thesis mainly discussed the study background, study significance, the study innovation points, and the study methods involved, etc.Chapter 2:The thesis mainly defined the related concepts and involved meaning of the text scientifically and reasonably, listed and discussed the related theoretical basis of abolishing county and designating district.Finally, The thesis elaborated the relevant domestic and foreign research of adjustment of abolishing county and designating district.Chapter 3:From the three aspects of economic aggregate, industrial structure optimization and the exaltatied urbanization level of urbanization, this chapter selected per capita GDP, the density of economy, industrial structure and urbanization level indicators respectively. The indicator data of Shuangyang and Changchun peripheral to four counties during 1992--2014 years is compared in horizontal and vertical aspects. The results showed that:Firstly, since seting up the police of adjustment, the total economy of Shuangyang improve significantly and is far ahead of Changchun peripheral four counties of development on the total amount and the growth rate. However, There is only economic density indicators showing significant growth in the early period of administrative division and other indicators did not change significantly; Secondly, The industrial structure of Shuangyang undergone significant optimization after seting up the adjustment. Compared with peripheral four counties of Changchun, The proportion of first industry is the lowest and decline largestly, while the second and tertiary industry develop synchronously. The proportion of tertiary industry is more balanced; Thirdly, Shuangyang urbanization level has increased after seting the adjustment, and its growth rate is higher than the peripheral four counties of Changchun. But the effect of growth was not significant and the growth rate has little difference between them.Chapter 4:Through the summary of the development after seting Shuangyang and combination with the latest development plan revision of shuangyang, it combings and summaries the development path of shuangyang after the adjustment. Totally, it can be expressed as fellow:Firstly, clearing resources and repositing the region location; Secondly, stressing characteristics of industry, planning industry; Thirdly, familiar with spatial characteristics,and conducting spatial planning; Fourthly, improving the urban environment, restoring the urban vitality and improving the level of urbanization.Chapter 5:First the paper finds Shuangyang presences excessive development target after the police of abolishing county and designating district, and lack of research of industrial optimization path of microscopic guidance industrial development. There is a risk of problems such as homogeneous competition township space; and later based on SWOT analysis method, compared with the development conditions between Jiutai and Shuangyang and combined with the actual situation of Jiutai, the chapter puts forward reasonable proposals and measures for the development of Jiutai. It comprising:developing new district to achieve regional location; consolidate root, strong new and butt dislocation, strong third inderstry and excellent second inderstry, promoting industrial restructuring; coordinating sector, things simultaneously, portlink city, to build ecological urban space; improving the urban environment, rehabilitating the urban vitality and enhancing the level of urbanization.Chapter 6:The conclusion and prospect of chapter:it summarize the conclusion of this paper, in addition, explain the deficiency of this article and further research directions.
