| Since the land had produced, the adjusted land management policies--land consolidation produced. Land consolidation planning is a project which looking for scientific and prospective land consolidation process and beneficial to strengthening the management of land resources. However, the planned environmental impact of land consolidation often overlooked by people, so the environmental impact assessment of land consolidation planning is particularly important. Currently, methods and technology system of environmental impact assessment of land consolidation planning in our country has not been established, which severely reduced regulation and supervision in the process of land consolidation. To a certain extent, it hinder the sustainable development of land resources.In this paper, research progress of land consolidation, land consolidation planning and environmental impact assessment of land use planning or land consolidation planning were reviewed, firstly, the meaning of land consolidation and related concepts which contain land consolidation, land consolidation planning and environmental impact assessment of land consolidation planning were analyzed and relevant theory of land consolidation, such as systems theory, theory of ecosystem services value, sustainable development theory and so on were sought. Secondly, according to the meaning and theory of land consolidation. Particularly, systems theory, possible environmental impact of land consolidation planning were identified, and then, environmental impact assessment indicators of natural environment system, economic environment system and social environment system were chosen, and ecological environmental conditions and ecological service value in the natural environment system were selected, weights of indicators were processed using AHP method, so a complete and comprehensive indicators system of environmental impact assessment of land consolidation planning were established. Moreover, the main method of environmental impact assessment of land consolidation planning was comprehensive evaluation method, ecosystem services value method was also used.In addition, land consolidation planning of Fusong county(2010-2015), including the land use planning of base year, planed land consolidation tasks, potentiality of land consolidation, the project and funding arrangements of land consolidation planning, planed land consolidation measures and implementation of the planning were interpreted. Furthermore, this paper took Fusong county as an example, environmental impact of land consolidation projects were analyzed, and land consolidation of Fusong county were assessed, based on the status of natural environmental quality, social environmental quality and economic environmental quality in the base year 2010 and mid-year 2014, using the indicators system and evaluation methods established above. Finally, according to results of environmental impact assessment, from land consolidation planning of Fusong county--increase arable land, land consolidation of urban and rural construction and high standard farmland construction point of view proposed adverse environmental impacts and remedial measures. |
