Policy Research On The Development Of Urban Rail Transit

Urban public transport has the advantages of high efficiency,energy saving,environmental protection,etc.,to ease traffic congestion,improve people's quality of life,improve the government's basic public service level of important development goals.Although China needs to develop urban rail transit objectively,many problems exist in urban rail transit system,which restrict the development of urban rail transit in China.From the development of China's urban rail transit research and the introduction of regulations,focused on policy research,to seek a policy breakthrough is still relatively small.In order to strengthen the support policy of rail transit development in China,the main idea is to policy research and breakthrough as the starting point,goal,major issues focused on urban rail transit development,at the policy level expansion analysis and study,to seek innovation and breakthrough.First,this study from the perspective of policy of aiming at the main problems of restricting the sound development of China's urban rail transit,experience of co-ordination in different cities of the country,focusing in national,local and industry level,in planning and construction,project approval,financial revenue and other six aspects of the current policy were summarized and comb,and the theory of public goods,the project distinguish theory and externality theory starting,analysis of problems existed in urban rail transit in China,and for the next step to discuss the development policy support provides the basis.Secondly,through the preliminary summary and research,put forward a series of policy recommendations,give full play to the role of policy guidance and protection.Some problems in the development of urban rail transit in China are mainly influenced by the key point,and the policy suggestions are put forward to develop urban rail transit in China.The research for the national,local and industry development of urban rail transit actively put forward the more reasonable policy recommendations,through policy research,but also enrich the level and content of the development research of urban rail transit in China,has a strong practical significance and value of innovation.
