Under the background of the national accounts system reform and agricultural work Urbanization continuing to accelerate, the housing problems of low-income families has been gradually highlighted. In a survey of 634 of public rental housing tenants from the typical urban such as Fuzhou, Xiamen, Chongqing and Hangzhou finds that over 30% tenants have different levels of rent payment difficulties,24% of the tenants say that the rent is very favorable, and 5% of the tenants say they could accept a reasonable increase in rents, which means that the tenant’s rent affordability is quite different. So the existing rental pricing has not meet the needs of tenants. How to scientifically measure the affordability of tenants, and to guide the rental pricing is important to effectively solve the housing affordability and rental pricing issues and to promot of social equity.This paper takes public rental housing tenants as study object, rental affordability and the rent pricing as study contents and uses the structural equation modeling to explore ways to price public rental housing based on the affordability of tenant’s rent, and carry out research work around this theme.Take a review on the basis of generalizing and analyzing of domestic and foreign research status and the relevant theories, and analyze the connotation of housing affordability. Put forward public rental households rent affordability factors system and establish the evaluation structure equation model. Then, obtain basic data through questionnaires and make descriptive statistical and analysis of community status and the tenants characteristics and requirements of the public rental housing community in China; Combined with questionnaire data, get the key factor for family income and expenditure levels, and adjustment factors for housing tenants hardware and software conditions and level of education, according to the standardized path coefficient chart, analysis the different reasons of the differences and general rule in the ability of different rental. Based on the key factors and adjustment factor, using the MHAI, and then establish a differentiated pricing model based on the "tenant rent affordability", and take empirical research through three public rental housing communities in Fuzhou. found that the "one size fits all" rent standards for some groups will be relatively high or low, and differentiated pricing is feasible.Finally, make policy recommendations for supervision system, the quality of housing and financial subsidies, in order to play a positive role in the construction of public rental housing, maintaining social fairness and building a harmonious society..
