Study On The Collaborative Innovation Of Regional Technology Incubation Networks Based On Polycentric Governance

With the increasing complexity of technological innovation,a single incubator has been unable to meet the needs of innovation and entrepreneurship in the incubator business.Under the above background,the regional science and technology incubation network came into being.The regional science and technology incubation network is a complex network composed of information,capital,knowledge,intermediary services and other related resources.Its auxiliary network body is local government and its network governance body is regional incubator association.What's more,the regional science and technology incubation network puts the incubator and the incubator business as the core.It also puts the universities and scientific research institutes,intermediary agencies,investment and financing institutions and other relevant subjects as the supporting organization.The regional science and technology incubation network is a complex system with multi layers of governance,the main goal of the network operation is to promote more collaborative innovation between incubators and other auxiliary agents.It is useful to rationalize the collaborative innovation mechanism of regional science and technology incubation network,which not only can expand the boundary of the incubator to provide matching resources,realizing the co-incubation under the market liquidity mechanism,but also can enhance the hatching efficiency of regional incubators.Meantime,it realizes the combined incubation in the region;improves the regional innovation ability and enhances the regional collaborative innovation.Based on the above background,this paper studies the collaborative innovation system of regional science and technology incubation network.First of all,the development of the regional science and technology incubation network is analyzed,and the integrated development of the regional science and technology incubation network is mastered by the arrangement of the literature.Secondly,based on the three aspects of collaborative innovation,collaborative innovation platform and collaborative innovation environment,the collaborative innovation mechanism of regional science and technology incubation network is studied.In addition,the path and key links of collaborative innovation of regional science and technology incubation network are revealed by using system dynamics method.Finally,takes the Tianjin science and technology incubation network as an example to carry out case analysis.The results indicate that the regional technology incubation association is the core leader among the network's agents in the process of collaborative innovation.By constructing the association website,establishing the public service platforms,the goal of sharing and accumulating incubation resources is achieved.The improvement of incubators' operation capability is the key driving force of the collaborative innovation of regional incubation networks.The local governments,the regional incubator association,incubators and other agents involved are united in the same systematic framework of collaborative innovation of the regional incubation network in order to improve the incubators' operation capability.
