With the development of productivity and the improvement of natural resource exploitation ability since the industrial revolution, environmental pollution and energy crisis have become essential elements which restrict the development of economy. China's industry, which starts late but develops rapidly, leads to fast increasing economy for nearly 40 years. However, extensive economy growth mode is overly dependent on energy consumption, which results in increasingly serious environmental pollution. It is an urgent need for China to transform the economic growth pattern to achieve green growth. Since policy promoting is a crucial safeguard of achieving green growth, a scientific and effective assessment is in demand during the whole process of policy.The author of the thesis has read and reviewed plenty of document information about green growth, green growth policy and public policy evaluation to preliminary establish the target system of evaluation model for China's green growth policy by selecting index, with four-wheeled expert inquiries of 30 experts from multiple fields including environment, energy, circular economy, cleaner production, policy formulation and public policy studies at both central and regional levels, an effective and scientific one was finally formed. Combined with the experts'grading and results of the relative importance of each evaluative index, using Analytic Hierarchy Process to get weight distribution of the target system, the author innovatively established the first evaluation model for China's green growth policy according to ideas and principles of Fuzzy Integrated Evaluation. In the process of model application, Delphi method was applied to Environmental Protection law of the PRC,1989, which was substitute into the model to be evaluated based on single factor judgement. Besides, a software program of the evaluation model for China's green growth policy has been developed in Java based on NetBeans IDE, which will provide reference to later relative research and contribute to the green development of China.
