In recent years, The question and dispute about hydropower was more and more with rapid development of it in the world. green hydropower has been the hottest keyword in field of hydropower. As the rapid expansion of economic development and intense energy demand that goes with it, urgent demand has been imposed on green hydropower. However, the cognition on essence of green hydropower remained obscure presently in China. In this situation, one set of assessment system is asked to set up in order to properly orientate green hydropower, so as to promote extension of green hydropower. The present study was thus carried out in terms of assessment of green hydropower.First of all, the essence of green hydropower was defined. Based on various definitions of green hydropower globally, it was defined that the essence of green hydropower should be to promote harmonious society, preserve the ecological environment,with sustainable development of hydropower being stressed.Secondly, assessment index system was developed for southwest China. In present study, one more suitable green hydropower assessment index system was constructed through comprehension and comparison Accreditation Standards of Green Hydropower in Switzerland and Low Impact Hydropower in America. It was expanded in terms of social influence, environmental impact, environmental pollution prevention and prevention of geological disasters based on three phases of green hydropower. This research for the first time introduced " environmental flow " into assessment index system of green hydropower, which was pointed out after in-depth comprehension on essence of green hydropower.Lastly, Fuzzy assessment model was established based on the analytic hierarchy process. Power weight of every index was obtained for green hydropower assessment index system through the analytic hierarchy process. Then comprehensive assessment of Yunnan- Tukahe Hydropower Project was performed to improve the natures of science and practice of green hydropower assessment indexsystem in southwest China.
