Enterprise belongs to economic organization which focus on profit. The economic benefits of enterprise depends on the level of employee performance, while the latter is affected by many factors. What orientation top enterprise system design should follow and what kind of leadership whicn can inspire employee’ enthusiasm and initiative are chronically focused by both scholars and enterprises. In the context of the national economic and social development transformation as well as the boom of knowledge economy, how to change enterprises’business management philosophy, whether employee’s motivation and behavior is affected by organization system orientation and leadership or not is worth studying.The study on employee performance has developed a mature theoretical system, but mostly from single perspective. Literature combined organization system, leadership behavior and individual psychology is rare. Based on the performance management theory, social exchange theory, self-determination theory and incentive theory, this study analyzes the influence of goal-oriented performance appraisal on employee performance and mediating effect of psychological empowerment and moderating effects of leadership style. The survey of 400 employees in different position showed that:(1) Development orientation and evaluation orientation both have positive impacts on employees’work performance; psychological empowerment partially mediated the relationship between goal-oriented performance appraisal and employees’work performance; transformational leadership weakens the influence of evaluation orientation appraisal on work performance. (2)By dividing the employees into different categories, results show that development orientation and evaluation orientation both have positive impacts on managers’work performance; development orientation can influence the work performance of marketing personnel. In addition, development orientation and evaluation orientation much greatly influence the performance of young employees and middle-aged employees, respectively. Based on the above conclusion, this paper proposes management recommendations to facilitate employees’work performance. Firstly, enterprise should rethink the purpose of performance appraisal, develop and implement targeted incentive system. Then, enterprises should put emphasis on employees’psychological empowerment and focus on employees’potential and creation. Finally, weigh the interaction influence of leadership behavior and organizational system.This study extends the research on goal-oriented performance appraisal and employees’ work performance, and provides a scientific reference for enterprises to improve top system design, inspire employee motivation and improve individual and organizational performance.
