Xinjiang Agricultural Socialization Service Level And Constraint Factors Of Decomposition

Under the "One Belt and One Road" background of the strategy, to enhance the comprehensive competitiveness of provinces and cities along the agricultural products, through the promotion of agricultural social service development, reduce the costs of agricultural production, transportation and market development, which has become the key to solve the problem of agricultural development. However, there are many problems in the development of agricultural social services, such as: Xinjiang agricultural social service system construction is lagging behind, grassroots service system, especially agricultural technology extension service system is not perfect, etc. For further research, using the comprehensive evaluation thought to study the development status of agricultural social service in Xinjiang.This study shows that the cost-benefit of the main cotton producing areas of comparative analysis, analysis of main cotton producing areas are faced with the "high input, low output" situation. Secondly, the development status of the major cotton production bases of agricultural social service research found that Xinjiang agricultural social service to enhance agricultural development power shortage, many still need to further strengthen the construction of agricultural infrastructure, agricultural services. From the perspective of service level, Xinjiang agricultural socialization service level showing the whole fluctuated upward trend, but the development is relatively slow. Calculation results show:(1) from the perspective of the change trend of agricultural social service level in Xinjiang, the overall level of the agricultural social service is fluctuating upward.(2) from the point of view of comprehensive classification, the development level of agricultural social service projects such as public service, production service, scientific and technical information service, financial circulation service, etc.. Its development level from low to high is: Science and technology information services, production services, financial services, public services. In the decomposition of the various indicators, the analysis shows:(1) from the social service project constraints, the constraints from low to high followed by: Science and technology information services, financial services, production services, public services.(2) change trend from the point of view, fluctuations in the trend of the most complex is the degree of public service control changes, followed by the production of services and financial circulation service control degree of change, science and technology information service control changes relatively insignificant.In view of this, the level of social services to enhance the development of agriculture, reduce the cost of agricultural production, farmers realize the sustainable development of the strategic choice of agricultural development. this paper provided at this stage to promote the agricultural social service development proposals: to market oriented, strengthen the construction of public service, highlight the between production and market tightness; by means of modern communication technology, optimize agricultural socialization service management system, improve the quality of agricultural socialization service.
