The sixth national census results show that China's total population is more than 1.37 billion. As a country of large population, grain security is an significant foundation for the protection of China's political stability, sustainable economic prosperity and development, but market mechanism is not able to guarantee the food safety of our country due to China's the rigid constraints of land resources that our arable land per capita is only 1.5 mu, and the lack of internal development power of farmers owing to deteriorating environmental problems such as declining of soil fertility led by continuous cropping land and fertilizer and the improper use of pesticide membrane, and soil problems such as white pollution problem. Since 2004,a series of agricultural subsidies measures such as direct subsidies for growing grain, subsidies for growing superior seeds, farm machinery purchase subsidy and general direct subsidies to farmers and agricultural subsidies have been gradually implemented in order to promote grain production, increase farmers' income in China. At the same time, China's grain output has achieved 12-year continuous increase from 2004 to 2015. Is the increasing grain output owes to the increase of grain subsidy standards in China? Is China's grain subsidy policy has stimulated grain farmers for grain growing? If so, how does it show in famer's prospective? What is the grain farmers' evaluation on the current effect of the Songzi grain subsidy policy? Are the grain farmer's in Songzi satisfied with the current grain subsidy policy?To answer the above questions, with the guidance of relevant theories of grain subsidy policy, the theory and practice research combined scientific method, and field survey data this thesis studies the current Songzi rice planting situation and rice subsidy situation. With the data of household survey of 16 villages and towns in Songzi, Hubei, effect of grain subsidy was analyzed to find out whether the Grain Subsidy Policy has impact on aspects like planting area, grain revenue, grain price. The survey results indicates that most of the farmers think the Grain Subsidy Policy has limited influence on raising revenue, however it has a positive impact on farmers to continue or expand grain planting size.94% farmers chose "satisfied" in the evaluation of satisfaction with the Grain Subsidy Policy, only 5% farmers chose "dissatisfied", which states that the current Grian Subsidies Policy has a high degree of satisfaction. In summary, problems in the process of policy implementation and corresponding countermeasures and suggestions were listed to improve the current grain subsidies system, and ensure the incomes of grain farmers.
