With the development of China's industrial economy and growing industrial pollution,the contradiction between economic growth and environmental protection has become increasingly prominent, constantly improve the environmental efficiency of the industry has become the focus of economic sustainable development,so how to effectively analyze the industry pollution characteristics and how to put forward policy recommendations to increase the eco-efficiency has become a rich theoretical and practical work.Firstly, this paper first describes the input-output method and DEA model principles, concepts, factors and main model, the second section describes how to combine input-output analysis and DEA model practices and models for data processing, so as to lay a foundation for the empirical analysis.Secondly, this paper uses the input-output method to calculate the directly and completely SO2 emissions of each sector of China's industry from the perspective of final demand,and to replace the traditional use of directly SO2 emissions way by completely as unexpected output index, using the DEA-SBM model to measure completely environmental efficiency,and compared with the environmental efficiency which not consider the unexpected output,and analysing their undesired output effect.Results showed that consider only the direct emissions of sulfur dioxide will underestimate the total amount of pollution in the industry, and make a serious error on subsequent calculation and analysis of eco-efficiency, directly discharged high amount of industry completely emissions must be high, which are very different in different industries from pollution;Contrast considering the expected outputs and distribution of environmental efficiency in both cases are quite different, and without undesired outputs in the same industry are different too.Thirdly, combining the influence coefficient based on input-output method with the full integration of environmental efficiency based on data envelopment analysis,and using the matrix correlation analysis, to classify industries, analyzing the characteristics of different types of industries;In addition, the time dimension is added to the dynamic management of the industry classification, and the comprehensive development trend of environmental efficiency and influence coefficient of each industry is analyzed.Results show that combines environmental efficiency and impact factor, industry can be divided into (?)high influence coefficient and high environmental efficiency,(?)low influence coefficient and high environmental efficiency,(?)high influence coefficient and low environmental efficiency,(?)low influence coefficient and low environmental efficiency;Dividing the industry into a single change, time change, associated changes and impact-independent based on industry environmental efficiency and influence coefficient index of the two dimensions over the years each change trend,and according to the variation characteristics and analysis of the characteristics and trends.Finally,based on the analysis of industry classification,according to the characteristics of different types of industry-specific recommendations for improving environmental efficiency and promote economic development of policy recommendations.
