Research On Perfecting Evaluation Index System Of Science And Technology Input And Output In Yunnan Province

The concept that science and technology is the first productivity has been moreand more recognized and accepted by people, driven by the new revolution in scienceand technology, and the competition of science and technology has become the focusof international and regional comprehensive strength competition. Deepening thesystem reform of science and technology, further integrating science and technologywith economic development, and speeding up the construction of national innovationsystem have been put on the agenda. In order to reflect the integration of science andtechnology with economic development in Yunnan Province, the paper constructs aset of evaluation index system of Yunnan Province basing on teasing out the scienceand technology evaluation indexes at home and abroad, and this is the innovation ofthe paper.In addition, the paper analyzes the evaluation work of science and technologyinput-output in Yunnan Province, finding that the evaluation index systems frommacro and micro level of Yunnan Province have become important reference foranalysis of scientific and technological innovation ability. And this shows thatofficials in Yunnan province have accumulated some experience in constructing theevaluation index system of science and technology. Then, the paper points out theimportance of constructing a set of evaluation index system of Yunnan Provincewhich reflects the integration of science and technology with economic development.Finally this paper makes empirical analysis using scientific data of Yunnan in2011on the base of analyzing the methods of empowerment, dimensionless andevaluation, finding that the the gap between comprehensive score ranking results and"2012Yunnan province science and technology progress level list" is wide. Then, the paper analyzes the causes of this situation. Because the selected input and outputevaluation indexes of science and technology are synthetic indexes which use inputindex as the denominator and output index as the molecular, comprehensive scorereflects the marginal effect of unit science and technology input and output in acertain extent rather than the comprehensive strength in science and technology.
