Talent training is the cornerstone of enterprise development, is a necessary premise to achieve the rational use of talents. Talent cultivation should not only rely on introducing talents, more importantly, we need to establish a standardized, systematic talent cultivation system, and seperately train according different level and class of targeted trainers, and set up talent echelon. By digging the internal potential of all kinds of talents, we can provide a stage for them and build a sustained competitiveness for the development of the company. In enterprise talent echelon, key positions like management and technology etc are the backbone of business development, their competency directly related to the enterprise development. Hengwei company is now in a critical period of reforming and development, a series of problems existing in the company's talent training. On the basis of research about evaluation of the current human resource system, it is of great significance for us to research on building the competency model, and construct the talent cultivation system based on the model and optimize the talent system.Taking Hengwei company as the object, we consider the company's existing key position talents situation and find that its present talent cultivation system has proble ms as listed: employees' self intention to improve is not strong, the personnel training system is not complete, the talent training pertinence is not strong, poor effect of trai ning. Main reason is as listed: organization and management concept and employees concept need to be change, career development channel design is insufficient, lack of talent training incentive mechanism, and the personnel training system is not perfect. Based on the company's future development strategy, we need to build the competenc y model and evaluate it. On the basis of current key position talents competence situa tion and the actual demand, we need to build a key positions and personnel training s ystem based on competency. The implementation of the system needs to be combined with safeguard measures like improving the system of salary and benefits, long-term i ncentive mechanism, talent competition mechanism and competency model evaluatio n mechanism for a long time. With the implementation of the key positions competen cy model and personnel training system, it will make the key position talents ability quality be effectively promoted and key position talents would be effectively motivati on, and realize the rational allocation of enterprise resources.The research results in this paper plays a critical role in improving the key positi on talent cultivation system and make the employees ability match the requirements o f the company's strategic objectives and human resources development goal, which ef fectively increase the scientific human resource management level.
