The power industry is one of the basic energy industries in China. The safe, stable and reliable operation of power system in our country has a close relationship with the various sectors of the national economy, and it is also closely related to our daily life. Therefore, it will be a significant influence on the real economy in our country and the people's life if the power supply enterprise suffers a serious financial crisis. All of these have the close relation with the inherent particularity of the power supply enterprise, the power supply enterprise is wholly state-owned monopoly, and plays a role as the government for a long time, it's easy to cause the weak financial risk consciousness, unsound risk management system, and the power supply enterprise has a huge investment and long payback period, influenced by large national macroeconomic regulation and control policy and so on, also easy to cause financial risk problem. Especially in recent years, the growing expansion speed and scale of the power supply enterprise is benefit to the national economic and social development, at the same time,it also lead to the increased uncertainty of the future development of power supply enterprise,the particularity makes the power supply enterprise's financial risk management is particularly important, especially for power supply enterprise project investment. Therefore, we select the electric power enterprise infrastructure projects to study the financial risk management and warning research has the very important theoretical and practical significance, which can help enterprises to strengthen financial risk management ability, fully play the role of prevention and control of financial risk.The article studied from the perspective of enterprise, set up a risk evaluation model for infrastructure projects decision-making for the enterprise from the point of the combination of qualitative and quantitative, and it is recommended to use Themis risk warning model. This paper selected topic background and the theories and methods of risk management and warning of carried on the thorough research and the elaboration, and analyzes the power supply enterprise financial risk factors of construction projects, and on the basis of the identification and selection, constructs the evaluation index system of risk and risk warning index system, provide the basis for power supply enterprise risk management and warning,finally has carried on the empirical research, take a construction project investment in Tangshan power supply company as the background, based on the analysis of risk factors,constructed the power supply enterprise infrastructure project evaluation index system of financial risk and risk warning index system, and carried on the comprehensive evaluation tothe financial risk of the project investment based on the TOPSIS method based on triangular fuzzy number has, and provides the suggestion with Themis model for the enterprise risk warning.Combined with the Inherent particularity of power supply enterprise, this paper has a detailed analysis of the power supply enterprise project investment financial risk factors,considering the characteristics and warning indicators of risk qualitative quantitative characteristics of financial data, the triangle fuzzy number and Themis theory is introduced into the process of risk management and warning, provide a system and in-depth research on the power supply enterprise project investment financial risk management and warning.The results of this research show that the analysis and identification of the finance risk factors of the power supply enterprise infrastructure project will provide more comprehensive support for infrastructure projects decision-making of power supply enterprises, the use of triangular fuzzy number for risk assessment provides more scientific method, provide some help at the beginning of the project construction, at the same time,the use of Themis model in the middle of the project construction has good prediction.
