Cement industry is an important raw material industry in China and is also a kind of resources and energy-dependent industries. Recently, capacity and production of cement industry has increased rapidly, and the current market competition in the cement industry is very competitive. Delicacy management is an effective way to reduce the efficiency and improve the competitiveness of enterprises. According to the characteristics of cement industry, logistics is an important link in the management of the company. However, in the process of logistics management, the domestic cement enterprises are mostly manual management, and the procedure is complicated and inefficient. In order to improve the logistics information management, constantly improve the company logistics shipping ability,strengthen the management and control of vehicle and deepen the management process, a new type of cement enterprise logistics management system should be developed which has very important practical value.On the basis of analysis the current situation and trend of the development of cement enterprise logistics in China and abroad, the problems in the logistics business are found out by analyzing the present situation of Qilian Mountains of Gansu cement group Limited by Share Ltd. Furthermore, some problems of logistics information management and control system of this company are found through analysis of the current situation of logistics information management and control system. The political, economic, social and technological environment of the company is analyzed by PEST analysis. Then the demand analysis of logistics information management and control system is carried out from the aspects of logistics delivery management, logistics procurement management, warehouse management, customer management and comprehensive information management. The company's information management and control system are designed considering the Logistics, purchasing, shipping and sales management of the company. Then, the logistics delivery system is studied based on RFID and IC card technology. The purchasing management is optimized adopting different decision-making methods, such as procurement risk management, comprehensive evaluation of procurement management and bidding management. Furthermore, the warehouse management system is constructed by employing inventory forecast, replenishment operation and comprehensive evaluation of warehouse management. By constructing the index system of customer management, the mechanism of customer classification and recognition is established. Moreover, the implementation effect analysis is carried out from the aspects of logistics delivery management, procurement management, bidding process, company image and influence.Finally, a summary is given to point out the growing direction of this control system.Moreover, the contents of further research are put forward.
