With the problem of energy shortage and environmental pollution becoming increasingly severe, developing nuclear power vigorously is an important pillar of energy structure adjustment and environmental improvement. Since the long-term nuclear power development plan was approved, the nuclear power has developed by leaps and bounds. A series of nuclear technical services work draws people's attention following the nuclear power plant constructions, lots of powerful companies get involved in nuclear technology services market in succession. Chinese nuclear power plant owners select suppliers in commissioned tendering or invited tendering based on their experience and relationships, which makes the nuclear services business lack of innovation consciousness and it is difficult to achieve a balance between the choice of nuclear power technology service and cost containment.These problems are caused not only by ignoring evaluating suppliers systematically and normatively before deciding to choose the best one,but also by lacking of a set of scientific and rational decision-making system.The dissertation studied the supplier evaluation system and selection decision model on nuclear technology service supplier, concluding the evaluation system from the dimension of business qualification, contract performance, technical skills,creativity, warranty ability, willingness tocooperate, service capabilities. Moreover, reliability, validity and correlation of the survey data from the questionnaire are verified through a series of Exploratory Factor Analysis, the index system is built, which consists of twenty-seven indicators.It is proved that the decision model of TOPSIS applied to the selection decision on nuclear technology services provider is scientific and rational based on the characteristic of evaluation indexes in nuclear power industry. Besides, after analyzing the malpractice of TOPSIS, we use mathematical method to improve the decision model, which calculates the optimal weight in a single objective function based on the condition that the similarity between the subjective weight and objective weight is the biggest. Finally, one case was applied to prove that the decision model is scientific and rational, concluding that the improved decision model can provide a reference for decision-makers.
