Nowadays, enterprises competition is the competition of talent. Talent is undoubtedly the core resource for enterprise development. High-quality team of talents is the key capital for one enterprise to maintain its core competitiveness, moreover, the talented manager as backup for leaders at all levels is becoming more and more important, and brings more and more attentions from enterprises. It is the most prominent issue for enterprise that how to designedly and properly select, cultivate and utilize talents, scientifically and efficiently select and cultivate successor for the key position and systematically plan the team of backup talented managers for enterprise.Backup talented manager is the reserved force of enterprises. A completed backup talented manager system plays a crucial role in enterprise's sustainable development. For large state-owned enterprise, the internal organization structure is complex, the layer of management is multiply and subordinate units are widely distributed. On one hand, it is difficult for headquarter to master the personnel conditions of subordinate units, on the other hand, there is an urgent demand of talented managers for enterprise development, so that it is significant for large state-owned enterprise to establish one systematic and scientific management system of backup talented managers, which could support the internal complex and huge strategy of talent development, then promote the healthy and sustainable development of enterprise.HX is one large state-owned enterprise within almost 8000 staff. During present Chinese economic normality period, HX company's existing management system of backup talented manager cannot meet the requirements of enterprise strategy development any more. In order to occupy an invincible position in the intense market competition, it is one major task to strengthen and perfect the management system of backup talented managers and gradually cultivate one backup talented manager team, which is suitable for HX development. This article starts from HX company's strategy development, organization structure reform and some other aspects, which leads to the problems on HX company's talent strategy aspect, especially in the establishment of management system of backup talented manager. Then, analyze the management system of backup talented manager through questionnaires and interviews. In the end, improve the problems existing on management to establish a new management system of backup talented managers.
