Under the background of economic globalization, organizations face more competition,they must inspire employees' wisdom to maintain competitive advantage. However,employees always turn a blind eye on the problems of the organization, even if leaders solicit the advice from them, they still simply echo others' views and don't speak their thoughts or even keep silence. The common practice that employees know but do not speak has seriously damage to the organization' healthy development and innovation. How to promote employees to come up with new ideas has become the key to organization development and innovation.After a systematic literature review, I found that inclusive leadership and employee voice behavior are closely linked, but the domestic scholars research not very much about inclusive leadership theory and empirical studies, so the research on the influence of inclusive leadership on employees' voice behaviors just starts. Therefore, based on leadership theory and social exchange theory, through theoretical deduction and put forward hypothesis, this paper builds a relationship model among inclusive leadership, psychological empowerment and employee advice behavior and by using the method of quantitative analysis in the Chinese context to explore inclusive leadership, psychological empowerment and employee advice behavior influence mechanism.Choosing 297 employees who are from Zhejiang Wenzhou, Hangzhou, Xinjiang Wulumuqi as research object, we issue questionnaires and then filter, remove and repair to get final sample data.By SPSS21.0 to linear regression analysis, results of the study are as follow:(1)Inclusive leadership, openness and availability have the significantly positive impacts on both promotive and prohibitive voice behavior; Accessibility has no impacts on voice behavior.(2)Inclusive leadership, openness and availability have significantly positive impacts on psychological empowerment;Accessibility has no impacts on psychological empowerment;(3)Psychological empowerment has significantly positive impacts on voice behavior;(4)Psychological empowerment partially mediated the impact of inclusive leadership on voice behavior.Psychological empowerment partially mediated the impact of openness on both promotive and prohibitive voice behavior. Psychological empowerment fully mediated the impact of availability on both promotive and prohibitive voice behavior.
