However, the output of the Industrial Enterprises above Designated Size accounts for more than 85% of the total output of national industrial enterprises. That is to say, the Industrial Enterprises above Designated Size plays a crucial role in the development of national economy. Since 2002, after the State Archives Bureau published the ‘Enterprise archives management regulations', it was obvious that the archive management of Industrial Enterprises above Designated Size standardized gradually. According to the investigation, there were more than 75% Industrial Enterprises above Designated Size which possessed archive management apartment and professional managers. Science and technology archives, as the main part of Industrial Enterprises above Designated Size, plays an increasingly important role during the survival and development period of these enterprises. What is more, the enterprises not only make use of the profits created by Science and technology archives, but also need to undertake the costs of this. As for those Industrial Enterprises above Designated Size, which aims at seeking the maximum economic benefits, it is a standard reference that whether there is a reasonable relationship between the costs and the profits or not. Based on the facts mentioned above, this article analyses the positive effects on the Industrial Enterprises above Designated Size of economy profits, when utilizing the archive management from the perspective of costs and outputs.Based on the fully research about science and technology archives and utilization of the economic benefits of the Industrial Enterprises above Designated Size, this article takes the actual situation of that utilization into consideration, analyses characteristics of that utilization, and interprets the benefits and features of the economic benefits of utilizing the science and technology archives; this article also puts forward the evaluation index and evaluation method of Industrial Enterprises above Designated Size about the economic benefits of utilizing the science and technology archives. According to the quantitative analysis of qualitative analysis about the evaluation index, the economic benefits of utilizing science and technology archives would become more intuitive and accurate.
