In today’s economic globalization, science and technology plays a vital role in the socio-economic development of a country. Science and technology competitiveness has become an important part to regional and national economic strength (power). An industry is a major force of economic growth, therefore, a thorough knowledge of the industrial innovation practice activity should be focused on. An Industrial enterprise is a direct hit from the transformation of science and technology into real productive forces, especially the development of industrial enterprises above designated size but also the priority of China’s economic development. Chongqing, the only municipal city directly under the central government in the west serves as China’s most important modern manufacturing base, high and new technological industrial base and the upper Yangtze River scientific research achievement industrialization base. The industrial enterprise competitiveness level of the city’s economic and social development of science and technology and has an important impact on the development of the surrounding areas. In recent days, Chongqing industrial development mainly focus on the industries such as automobile and motorcycle, real estate and equipment manufacturing industry. The industrial development level of the districts and counties is uneven due to the large trade gap. Therefore, the competitiveness of industrial enterprises above designated size in Chongqing science and technology industry and regional differences find out their respective advantages and disadvantages to promote transformation and upgrading of industry and regional coordinated development to play an important role.Based on different types of competitive evaluation index system of science and technology at home and abroad, the research methods were summarized on the basis of related theories and research achievements. This paper introduces the connotation of the science and technology competitiveness. Under the principle of scientific, systematic, comparable and feasibility, and from two aspects of science and technology input and output, this paper build the expenses including R&D personnel, R&D, new product sales revenue and the number of patent application 15 indicators of competitiveness evaluation index system of science and technology. At the same time, comparing the related research methods in using the factor analysis method, this paper was suitable and do research on its principle and steps are introduced.With direction comparison of Chongqing from 2008 to 2012, industrial enterprises are above designated size within the R&D personnel of full-time equivalent, R&D funds expenditure and the strength of R&D funds input. An application for a patent for new product sales revenue and several main indexes such as reality found the Chongqing science and technology competitiveness of industrial enterprises above designated size overall shows the trend of rising year by year; as compared with Beijing, Shanghai and Tianjin municipality which are directly under the central government. Notwithstanding the fact, it has a big gap on the above indexes. To enhance the competitiveness of industrial enterprises in Chongqing, science and technology also need to be innumerable among industries within districts and counties, as such, the industrial enterprises above designated size in the industry to study the regional differences of science and technology competitiveness become the focus of this article.Factor analysis of empirical results found that 30 industrial science and technology competitive industry in only three and weak competitiveness of science and technology in the industry has 16, accounted for 53% of the total. A significant difference was found in various industrials competitiveness of science and technology. Ranking the first car manufacturing science and technology competitiveness score and ranking the final score difference of textile and apparel industry accounted for 682%. In addition, high technological industries compared with the raw material industries, resource industry and the general manufacturing, has more strength on the science and technology competitiveness. Among the electrical machinery, computer communications, instrumentation, special equipment such as the R&D personnel should be strengthened on the manufacturing and R&D funds input. Resource-based industry, raw material industry in addition to the individual and general manufacturing industry science and technology competitiveness strong, weak overall level of science and technology competitiveness, including resource-based industries in R&D personnel, technology introduction and digestion and absorption of financial investment and spending, new product production and sales, such as an application for a patent for the indicators are very low on average; Mainly in the raw materials industry and general manufacturing technology introduction and digestion and absorption, new product benefits, an application for a patent for significantly less. In 30 counties, the industrial enterprises above designated size only two are strong in technology competitiveness, accounted for 6.67%of all, and weak competitiveness of science and technology, science and technology competitiveness weak counties with a total of 16,53.33% of the total. It can be seen from the districts and counties of science and technology competitiveness score ranking, science and technology competitiveness in each district and county levels are consistent with local economic development level. Five functional areas, urban function development zone industrial enterprises above designated size than other four big functions have obvious competitive advantages of science and technology, the second is the new urban development. And function of urban development zone in the introduction of foreign technology, an application for a patent for the purchase of domestic technology and higher scores on indicators. In the investment of R&D personnel, instrument and equipment spending and new product performance, we still have some shortcomings. City development zone is on the contrary; it’s on the R&D personnel expenses, instruments and equipment, new products have higher score indices such as output. And in the introduction of foreign technology, the purchase of domestic technology, the patented invention has obvious shortage. Urban function is the main of the third industry on core area of Chongqing northeast ecological conservation development area and ecological protection zones mainly to protect the ecological environment of the southeast of Chongqing as the main task, so the three functional areas above designated size industrial enterprises of science and technology competitiveness is weak.Finally, according to the result of empirical study, this paper puts forward the countermeasures and Suggestions for various industries, districts and counties and puts forward the government as a whole. There is the need to strengthen the establishment of related policies and systems, strengthening of scientific research talents and scientific research funds input, strengthen the manufacture-learning-research cooperation, actively introduce advanced technology and equipment, this will perfect the enterprise internal management system, promote the enterprise independent innovation, science and technology competitiveness so as to promote industrial enterprises above designated size.
