The innovation-driven development strategy is put forward at the 18 th National Congress of the Communist Party of China, which needs to bring the supporting and driving function of science and technology in economic growth. The transformation of scientific and technological achievements is an important part of closely combination of S&T and the economy, also, is an important way to adjust the industrial structure and change the mode of economic development. Coal resources in Shanxi province are abundant, the traditional development model, highly dependent on coal resources, has been difficult to sustain, and the way of innovation and development must be kept on. Enterprise is the main body of innovation and development, especially the industrial enterprises above designated size, which occupies a pivotal position at the economic development and S&T innovation in Shanxi Province. The study of the conversion efficiency of scientific and technological achievements and countermeasures of the industrial enterprises above designated size in Shanxi Province can not only enrich and expand scientific and technological achievements transformation theory, improve the level of transformation efficiency of scientific and technological achievements in Shanxi Province, but also can provide references for the practice of the transformation of science and technology efficiency, and promote the innovation development of Shanxi Province.This paper takes the industrial enterprises above designated size in Shanxi Province as the research object, and starts at the theory of the scientific and technological transformation. Combined with the practice of S&T transformation efficiency of the industrial enterprises above designated size in Shanxi Province, this paper builds the index system and evaluates the scientific and technological transformation efficiency from 2001 to 2014 by DEA model. Then explores the influence factor from three aspects by using the gray correlation degree analysis: the support of government, research cooperation and technology market environment. Finally, propose some relevant countermeasures and suggestions from the government and enterprise angle. Through the research, this paper draws the following conclusions:(1)The comprehensive and pure technical efficiency of S&T transformation efficiency of the industrial enterprises above designated size in Shanxi Province, and the scale efficiency is relatively high, and the pure technical efficiency is the key to enhance the comprehensive efficiency. From the longitudinal comparison, the S&T transformation efficiency of the industrial enterprises above designated size in Shanxi Province decreases firstly and then increases, but the growth rate is lower than the national average level. From the horizontal comparison, there exists a big gap in the S&T transformation comprehensive efficiency of the industrial enterprises above designated size in Shanxi Province, compared with the eastern developed provinces, and the gap increases gradually.(2)The government support is the greatest influence factor of the S&T transformation comprehensive efficiency of the industrial enterprises above designated size in the whole province, and the second great influence factors are technology market environment and cooperative efforts. From the time trend analysis, the impact of the government support weakens from 2001 to 2014, and the degree of technology market environment and cooperation strengthens.
