The Exploration Of Informatization-Internalization Promote Fisheries Development In Shandong Province

A revolutionary change is now spreading around the world. Information and the information technology revolution, is changing the world in an unprecedented way, marked by mixing of industrialization and informationization, the information has entered the production process of all kinds of trade. As a economy strong province in China, the application of information technology has been widespread in Shandong province, but fishery production, as one of superior industry in our province, the level of fusion with informatization is relatively low.After reading a large number of relevant literature, the author found, as an important part in the agricultural, fishery production is getting the attention of the whole society for a long time. but relative to the agricultural production what happens on land, fisheries production mode which happens in the water has not got great progress, the vast majority of the region still rely on traditional forms of fishery production, under the big background of the development of information technology, information in fishery production has not been paid enough attention, it isn't showing the value what should been shown to information in fishery production. On this basis, this paper first introduces the concept of fishery production, information and internalization, through the combination of these three concepts, the author puts forward a new concept of information-internalization in fishery production, and clearly pointed out that information-internalization of fishery production is a new form of fishery production, it is different from traditional fishery production, regard information factor as an important factor which would impact the outcome of fishery, put the information factor in the equal status to the labor capital and fixed assets capital. Secondly, this paper to examine the rationality and validity of the information-internalization fishery production form, based on the Cobb-Douglas production function, building contains information factors, and take this as an important internal cause of the new type of fishery production function model, and then select related fisheries data from 1995 to 2007, calculation model of a variable coefficient, and clear message to internalize fishery production function is obtained. Again, this paper, by using comparative analysis method, comparative information into fishery production in Shandong province and in other industries(finance, education, medical and health care) production situation; Using fit model was constructed, the selection of fishery in Shandong province information demand and the supply of data, analysis, fishery information supply and demand present situation in Shandong province. Finally, based on the analysis results of the above two parts, the article from the fishery informatization construction main body, fishery information infrastructure construction, team construction and fishery information service development and utilization of information resources and so on four aspects, respectively, points out the problem, analyzing the cause of problems and solutions are put forward.Internalization of fishery production function, using the information in this paper, we build relations between the variable coefficient of comparison, this paper found that the information of the money(for example. investment in education, information technology promotion and so on) relative to the fishery production basic investment(for example. fishing port, breeding fishing boats fishing, fish feed, etc.) has high, promote efficiency of fishery economy value, increase unit construction of information technology, information resources for the spread of investment can bring higher than increased investment in unit fishery basic means of production output value increase. In addition, by analyzing the status of the information-internalization of fisheries in Shandong province, this paper found the government leading role in the fishery information construction is not strong, the overall strength is insufficient, enterprise or business the unit potential space there is a large number of mining, fishery information infrastructure construction overall level is not high, information service team direction is unknown, the negative work, fishery information supply imbalance and a series of problems. Based on these problems, this paper puts forward to enhance understanding, for example, increase financial input, technology development goes down to the basic unit of the solution.
