On March 28, 2015,the state issued “Promote to build the Silk Road Economic Belt and the 21 st Maritime Silk Route's vision and action ”,it stressed that Xinjiang should to play the unique geographical advantages and the role of an important window opening to the west, and deepen exchanges and cooperation with central Asian countries,build the core area of the Silk Road Economic Belt, which provides a great historical opportunity for economic and trade cooperation between Xinjiang and Kazakhstan. With the rapid development of export-oriented economy in Xinjiang, the labor cooperation between Xinjiang and Kazakhstan become further, increasing the number of labor in Kazakhstan's labor market. According to the Kazakhstan regulating labor migration bureau of statistics, the number of Chinese labor in the practical used labor quota is accounting for 31.5% by 2014, and also is the greatest number. But it is influenced by many factors. For example, the low skill level of Xinjiang's labor, weak competitiveness of Xinjiang's enterprises, the less Kazakhstan's foreign labor quota, the harsh labor permit system, the Eurasian Economic Union, and so on, so Xinjiang faces many challenges in exporting of labor services now. At the same time, in order to implement the “Bright Road” New Economic Policy, host the 2017 World Expo and improve the comprehensive capacity of their economics, Kazakhstan needs a lot of capital, technology and personnel's support, however, Kazakhstan is faced with many difficulties, such as currency devaluation, weakening global oil demand, falling oil prices and major metals prices, and the spillover of Ukraine crisis, while Chinese foreign investment enterprises have learned a wealth of experience and also have a certain capital form China's economic development, so all of these provide a good opportunity to China's enterprises to moving towards the world, and also an important opportunity for Xinjiang's enterprises go to Kazakhstan's market.This article from the perspective of labor supply and demand and influence factors. First of all, analysis of labor market supply in Xinjiang and demand in Kazakhstan, there come to the conclusion: Xinjiang has a good market base for labor export to Kazakhstan. Secondly, based on the analysis of the present situation of Xinjiang's labor export to Kazakhstan, this article analyses the problems in the process of labor export to Kazakhstan. And then this article introduces the favorable and unfavorable factors form the points of view of Xinjiang, Kazakhstan and international environment. Thirdly, through the grey relational analysis on the factors influencing the scale export of labor services, this article establish the gray connection model, and calculate the degree of association of the influencing factors by using the gray connection method, then the importance ranking of these factors was carried out and sorted out, there come to the conclusion: Xinjiang to Kazakhstan's exports and project contracting turnover, and Kazakhstan's foreign labor quota are the main influencing factors affect Xinjiang to Kazakhstan labor export. Finally, based on the analyses above, this article put forward the related countermeasures and suggestions form the government: strengthen support for the Xinjiang's enterprises in Kazakhstan and market survey, step up coordination and collaboration among governments, establish the labor export base, and so on. And also form the enterprises angle: expand investment fields and scale in Kazakhstan, optimize the structure of the labor export to Kazakhstan, strengthen skill education and training, and so on. Therefore this thesis has definite practical significance on improving the scale and structure of Xinjiang's labor export to Kazakhstan.
