The Research On The Operational Efficiency And Influencing Factors Of Family Farm

The importance of the family farm,as a new management body, was emphasized in the No. 1 document from the national central government in 2013-2016 and the third plenary session of the eighteenth. The 2016 "Central First Document" pointed out that we can actively foster the new type of agricultural management main body,such as:family farm, professional investors, farmers cooperatives, agricultural industrialization leading enterprises and so on.How to develop the family farm, according to local conditions and the actual situation is the only way to is the only way to increase the farmers' income and improve the operating efficiency of the land.Developing the family farm is the certain choice to improve agricultural scale degree,accelerate the transformation of agriculture, optimize industrial structure and the develop the modern agriculture for Xiangtan City,as one of national modern agriculture demonstration zone with the theme of "two type" modern agriculture. Taking Xiangtan as a case of family farm not only is benificial to the development of family farm in Xiangtan,but also to all over the country.This paper analysis and summarize the situation of family farm in Xiangtan based on the questionnaires and field interviews with key figures.The questionnaires were conducted in 96 family farms,using the method of stratified random sampling in Xiangtan county, Shaoshan city, the Xiangxiang, Yuhu district and Yuetan district. Through the survey of family farmers combined with the questionnaire survey result, we use the DEA-Tobit two stage method. First,We find the poor condition that the management efficiency of family farm is low and status of scale is not ideal through data envelopment analysis. the total efficiency of family farming value is 0.475, the pure technical efficiency value is 0.653, the scale efficiency value of 0.714.In addition,8 are in the decreasing return to scale,79 are in the increasing return to scale and only 9 have reached the Scale effective.Then, Tobit regression model is established to analysis the factors,and found that the scale of farm loans and professional farmers training experience is most evident influence on the family farm with positive correlation;Business scale, the land circulation cost, operation types and farming mechanization degree are negatively correlated to the family farm.Circular agriculture development pattern and the government's support has a promoting effect on the family farm.The study found that family farm meet the barriers,such as the unsound land circulation system, imperfect rural financial service system, defectived social service system,scanty of government support and insufficient professional farmers,etc.At last, combined with interviews and empirical analysis of the restrictive factors, the paper put forward some countermeasures.On one hand,we can optimize the operation mode from the perspective of the family farmer.one the one hand, perfecting the land circulation system, strengthen government support, cultivating professional farmers,building farms' rural financial service system and perfect the social service system is good for the family farm.
