Talent assessment as an important part of human resource management is an important way for enterprises to achieve business objectives and scientific management. At present,there are more and more companies recognize that the establishment of a well-established scientific personnel evaluation system, the importance of enterprise development. Especially after the introduction of a corporate competency model,applied to the personnel evaluation system,can make up for the deficiencies of traditional evaluation methods,which greatly improve the assessment more scientific,to achieve the perfect combination of people and jobs. Domestic commercial banks, especially in terms of the restructuring and development of rural credit cooperatives,the establishment of a scientific,reasonable personnel evaluation system,the selection of the modern law of development and personnel management requirements for employment,is of great significance.This paper selects the Bank Of NingXia HuangHe personnel evaluation system for the study. Considering the actual situation,we begann on the Human Resource Management in the Bank Of NingXia HuangHe,identified the main problems in the existing personnel evaluation system, and analyzes the cause. Management positions,for example,the use of questionnaires,behavioral event interview method,completed the Bank Of NingXia HuangHe Management Competency quality model,and to the introduction of the management aspects of the evaluation and selection of management personnel, and ultimately the formation of the personnel evaluation system in the Bank Of NingXia HuangHe. Finally,the effect of the implementation of the new evaluation system built to evaluate new evaluation system has in its results,run the validation period of time,greatly enhance the performance of the enterprise.This study show that the use of scientific competency model methods and theories, such as the Bank Of NingXia HuangHe small and medium-sized commercial banks,and similar problems in the commercial banks to establish a corporate strategy,supporting the status quo of enterprise management ability quality model and a personnel evaluation system,which help to promote and facilitate the development of enterprises.
