Cultivating modern farmers is of great significance for increasing the income of farmers and improving the level of agricultural modernization. Therefore, to cultivate some knowledge and skills, financial management will be able to create a new career from scratch farmers to deal with people's livelihood is an effective measure. Farmers in minority areas live in rural and mountainous areas of China, with steep mountains and steep slopes, undeveloped transportation, lack of economic resources, backward education, and relatively low quality of farmers' culture. Living standards are not high compared with other farmers in inland areas. Based on the characteristics of agricultural production itself, the status situation, geographical position and talent constraints of the labor force in rural areas of ethnic minorities have become the important and long-term "project" to train modern professional peasants. To realize the well- off society in an all- round way and realize the steady improvement of the agricultural economy in the ethnic minority areas, it is urgent to solve this difficulty and obstacle.This study, using the comparative analysis of research methods, summed up and condensed the new vocational farmers and new farmers to cultivate the scientific connotation, basic characteristics, and the development of modern agriculture in ethnic minority areas need to cultivate new urgency and necessity of vocational peasants, Theoretical research on the cultivation of professional peasants. On the basis of the theoretical research on the cultivation of the new type of peasants, this paper uses the methods of comparative analysis to extract the internal factors and general characteristics about the cultivation of new farmers. In the study of modern professional peasants should also depict the training of ethnic minority areas of the urgency and necessity of modern farmers. This paper analyzes the current situation of the cultivation of new-type professional farmers in Sinkiang and summarizes the existing problems of new-type vocational peasant cultivation in Sinkiang, including the decentralization of government resources. The masses of the new type of vocational training of farmers is not in place, some farmers to participate in training burden, training infrastructure and lack of teachers, etc., for these issues, we proposed the establishment of special funds, and nurture the work by a department management, Farmers' ideological and political education and so on. The study will also provide reference experience for the new local farmers to cultivate new generations of local farmers, and to help establish a new system of vocational peasant cultivation in the future.
