A Case Study Of The Implementation Of Endowment Insurance For Urban And Rural In Longma Tan District Of Lu Zhou City

With the coming of aging society,the subject of endowment insurance become more and more important in our public policies.While people's living standard is higher and higher,they have an enhanced understanding of providing for the elderly an d an more comprehensive interest requirement of themselves.As an important part of social security,endowment insurance is critical to social stability and life.That's why the research of endowment insurance has become an urgent issue.Endowment insurance system for urban and rural residents which comes from the new rural endowment insurance system is an important part of social security system and has an important effect on rural and agricultural problems that relate to the personal interests of peasants and urban-rural integration process.Longma Tan District of Lu Zhou City has implemented the new rural endowment insurance system and endowment insurance system for urban residents since 2012,and combined these two systems as endowment insurance system for urban and rural residents in September 2014.During the implementation of new system,LongmaTan District adjusted measures to local conditions on the basis of their own actual situation,fully implemented endowment insurance system for urban and rural residents from multiple perspectives and has achieved considerable results.This dissertation takes LongmaTan District's implementation of endowment insurance for urban and rural as the research case,analyses government's behaviors in the implementation,and carries on research on aspects of implement subject,mechanism construction and administrating mode,puts forward LongmaTan District's successful experiences in implementing endowment insurance system for urban and rural,and expects to promote it's successful experiences to other similar areas.By means of case analysis method,this dissertation makes an analysis and a study on the practices of endowment insurance system for urban and rural residents in Longma Tan District of LuZhou City,evaluates the implementation process from the point of Public Administration,puts forward successful experiences in implementation process,expects giving reference to the implementation of endowment insurance for urban and rural in rest areas of SiChuan province even other provinces.This dissertation takes steps forward in an order of raising,analyzing,and summarizing the problem.First is raising problem which mainly includes the contents,methods and significance of research on the implementation of endowment insurance for urban and rural residents,and elucidating the typicalness of the implementation in LongmaTan District.Second is analyzing the current situation of the implementation of endo wment insurance for urban and rural residents,and elucidating specific practices in the implementation process.Third is analyzing three key factors in the implementation of endowment insurance system for urban and rural residents,carrying out research and making the corresponding evaluation on three important aspects,namely implement subject,mechanism construction and administrating mode.Last is summarizing successful experiences in implementation of endowment insurance for urban and rural residents in LongmaTan District,pointing out the deficiency in endowment insurance system for urban and rural residents from the angle of primary level,and describing the future prospect of popularization and implementation of endowment insurance system for urban and rural residents.
