Research On The Implementation Of Urban And Rural Residents' Endowment Insurance System

The National Committee on aging eighteenth plenary meeting on March 23,2016,Xi Jinping made important to emphasis on strengthening the work of aging,"13th Five-Year" period to actively cope with the problem of aging population in China,to strengthen top-level design,improve the major pension,employment,family policy,make comprehensive,scientific and timely response.With the aging population in China is speeding up,social pressure increases,therefore,the Chinese government to carry out the implementation of the pension insurance system for urban and rural residents,an important city in this paper the development of the West in China,there have been 5 District(county)as a national pilot unit in Xi'an City as a case study of the implementation of the problem of the old-age insurance system for urban and rural residents,has a strong practical and theoretical significance.Based on the implementation process of public policy and Smith model,this research constructs the framework of "three stages and four elements",and studies the implementation of the urban and rural old-age insurance system in Xi'an.The old-age insurance system for urban and rural residents in Xi'an city has achieved remarkable results,mainly in: clear the organization and implementation of the pension insurance system for urban and rural residents to carry out the work of propaganda,system of multi channel established grassroots handling service system,expand the scope of insurance and pension benefits of urban and rural residents and gradually improve the system while summing up the implementation side while perfect.The endowment insurance system of urban and rural residents in Xi'an City,the formal implementation of only more than two years,there are still some problems in the implementation process,mainly embodied in the following aspects: the system of publicity effectiveness is not significant and the implementation of the system to work is not sufficient,system implementation effect is not ideal,the implementation of the system evaluation mechanism is not perfect.Smith's four elements model based on the formation of the implementation of the old-age insurance system for urban and rural residents in Xi'an is determined by the system design itself is not reasonable,the executive body responsibility is not clear,resulting in common grass root service business ability and weak supervision and incentive mechanism is not perfect,residents of the traditional pension concept and system implementation environment is not perfect etc.the reason.In order to promote the Xi'an urban and rural pension insurance system can be effectively implemented from the following aspects: to further improve the pension insurance system of urban and rural residents,improve the ability and level of policy implementation,improve the mechanism of urban and rural residents risk protection consciousness,create a favorable policy environment.
