Although this to a certain extent, stimulate the enthusiasm of the production of skilled personnel, but it makes them lack of management improvement, technical improvement and other companies involved in the reform of the enthusiasm of the project. However, due to the important role of skilled personnel in the manufacturing of products, these projects are not separated from the strong support of the team of skilled personnel. Therefore, the traditional way to complete the task of the time quota assessment, has gradually become difficult to adapt to the development of enterprises.Based on the description of the quota management and performance management theory, based on D’s talents as an example, combined with the characteristics of the D company needs to upgrade and skilled talents, through reading literature, questionnaire survey and analysis methods, analyses the current situation of D company performance management skills. And from the perspective of performance management theory, the causes of the problems are analyzed.
