At the beginning of the 21st century, Since the appearance and spread of the"labor shortage"and"Homecoming tide"phenomenons,the social from all walks of life had triggered a heated debate about the topic of China's demographic dividend disappear and the "Lewis turning point". In recent years, with the development of China into the "new normal",transformation of economic development is speeding up from rely on factors such as labor, capital investment to rely on innovation drive.Under the dual background of "Lewis turning point" and "new normal",China's agriculture is also facing a new round of challenges and opportunities.Agricultural labor force shrinking make to enhance the agricultural production efficiency is around the corner, and And force the reform of agricultural production.The "Lewis turning point" of Taiwan was early than Fujian.A narrow strip of water between Fujian and Taiwan with similar social and economic environment build a solid foundation for the comparison of them.Therefore, this paper attempts to explore the Fujian and Taiwan's "Lewis turning point".On this basis,we made a comparison of agricultural production efficiency between them. And then look for the bottleneck of agricultural production efficiency in Fujian. By learnning from Taiwan agricultural development experiences to find out the ways to develop agricultural of Fujian.This paper focused on two issues which are "Lewis turning point" and "agricultural production efficiency".First of all, in the theoretical research part,the theory of Lewis and agricultural production efficiency in detail in this paper and demonstrated the relationship between "Lewis turning point" and agricultural production efficiency. By reviewing related researches we found several problems:Firstly,on the research perspective,many researches only aimed at turning point arrival or not, but not caused enough attention on agricultural development. Secondly,on the research scale,the majority of studies tend to demonstrate the Chinese Lewis turning point from the national scale but ignore the vast regional difference of it,Thirdly,on the research methods, the methods of measuring the efficiency of agricultural production has been mature, but there are still a lot of controversies about the way of the Lewis turning point.Through research and selection we think that Minami criterion is a scientific method with fully covers the essence of "Lewis-Fei-Ranis" model.Secondly, in the empirical research part:(1)We used the total agricultural output curve model and Preliminary estimated that Fujian and Taiwan entered the Lewis turning point interval respectively from around 1992 and 1966;(2)The further test was used Minami criterion and we found that Fujian is in the transition period of "shortage point" to "commercialization point".But there is no indication that Fujian has reached the"commercialization point".Except standard 3, the other 4 standards can't confirm that Taiwan has crossed the "commercialization point".Clearly, Taiwan is closing tc it;(3)We evaluated agricultural TFP of Fujian and Taiwan by using DEA model and found that the agricultural TFP of Taiwan in the two periods was greater than that of Fujian, and the agricultural TFP of Taiwan was mainly depended on TC and PE, while the agricultural TFP in Fujian mainly relied on the SE.So the agricultural science,technology and management of Fujian need to be strengthened.Finally, the article comprehensived development experiences in Taiwan and 5 tips are put forward:pay attention to the investment of human capital, strengthen agricultural scientific and technological innovation, improve the efficiency of the transformation of scientific and technological achievements, improve farmer cooperative organization and innovate the mechanism of agricultural technology cooperation between them.
