Research On Risk Identification And Assessment Of Farmland Circulation From The Perspective Of Different Agents

As an effective method to realize optimal allocation of rural land resources, Farmland circulation is the key to solve the issues concerning agriculture, and is also the way to urbanization construction and modern agriculture development. In recent years, the accelerating farmland circulation speed and scale has improved the efficiency of agricultural production, increased the farmers' income, and promoted the development of the modernization of agriculture. Farmland circulation, however, also exposed many problems. The risk exposed hindered the normal order of farmland circulation and even caused some social instability, which obviously violated the original intention of farmland circulation. In order to realize the purpose of agricultural development and increasing farmers' income, analyst on the problems of the farmland transfer is emergent, which will certainly contribute to the smooth operation of the farmland circulation.The existing risks in the process of farmland circulation affect the farmland circulation effect, which has become constraints to the rural economic development and rural social stability. This paper has studied the farmland circulation in Shanghai rural area, aiming to provide some references to the research on the farmland circulation. Through the collection of data, analysis of the questionnaire and on-the-spot interviews, this study recognize and evaluate the risks faced by different subject of farmland circulation. Based on the research mentioned above, this paper has also put forward the corresponding countermeasures according to the different bodies.This paper is structured as follows. Firstly, elaborate the background of farmland circulation, the theoretical and practical significance of risk identification and evaluation of farmland transfer. Secondly, present the framework and theoretical foundation of this paper on the basis of the existing researches at home and abroad. Thirdly, this paper studied the historical evolution and current situation of the Farmland circulation in Shanghai. Finally, determine the principles and methods to the risk identification and evaluation of farmland circulation in Shanghai.From the view of the different subjects, this paper recognized that farmland transfer mainly faced with land-losing risk, contract risk, unreasonable income distribution risk and inadequate policy information risk; transferees mainly faced with policy risk, duration risk, natural risk, technology risk and market risk; as for the village committee, management risk and performance risk cannot be ignored. The risk list is consist of the risk faced by farmland transferor, transferee and village committee. Finally, the risk matrix method and fuzzy comprehensive evaluation method revealed that the farmland transferor faced with higher risk level, the risk of farmland transferee is the highest, the risk of village committee relatively lower. Based on the analysis and research, this paper has also put forward some specific relevant suggestions.
