Evaluation On The Risk Of Farmland Circulation In Lintao Country

Farmland circulation is the basic way to realize scale management of farmland,controlling and avoiding the risk of farmland circulation is a basic subject for orderly conducting farmland circulation. At present, research work on the risk evaluation of farmland circulation is still very lack in China. In this paper, risk factors and the risk source of farmland circulationn are studied using the ISM model and risk value of farmland circulationn is measured with comprehensive evaluation method based on the analyzing about the characteristics of farmland circulation in Lintao County. The results of the study show that:(1)From 2012 to 2015, the area and proportion of farmland circulation in lintao County is increasing rapidly, having initially formed the circulation market system, at the same time there are issues such as the will of farmers is not strong to circulate their land,the circulation behavior is not standard and disputes related with farmland circulation occurred fenquently.(2)Risk factors impacted farmland circulation could be divided into six level in Lintao County, movrover, each up level risk factors are triggerd by the down level risk factors; the economic risk and ecological risk are the direct risks, that would trigger social risks. With the level going up, the difficulty to controll risks would increase, because of the increasing of the number of factors and complications of mutual influence between risk factors(3)The changing of agriculture land、agriculture output、agriculture product prices and plastic film、pesticide、fertilizer usage are the risk sources of land circulation, among which, the changing of agriculture land、agriculture output、agriculture product prices are core risk sources influencing farmland circulation.(4)The overall risk of farmland circulation is not high in the study area, but the risk values show great differences among towns, which could be divided into four categories:the Medium-High risk area mainly distributes in the Longmen and Yaodian town; the Moderate risk area mainly distributes in Kangjiaji village、Taoyang and Balipu town; the Medium-low risk area mainly distributes in Zhongpu、Yujing、Xintian、Taoshi and theShangying town; The Low risk area mainly distributes in the Xiakou、Yaxiaji、Xindian 、Zantan、Manwa、Lianerwan and Hongqi town.( 5) During the implementation of farmland circulation, the government must strengthen the use regulation of agricultural land circulation and audit strictly the circulation of farmland use; Strengthen the management of agricultural materials market,encourage the use of low pesticide, Biological fertilizer, biodegradable plastic, reduce the use amount of pesticide、fertilizer、 plastic film;Strengthen the supervision of agricultural product prices, make full use of agricultural subsidy system stable agricultural production and price. The planting subject should get market information timely accurate, reasonable distribution planting proportion of all kinds of crop, The rational use of pesticide, fertilizer,plastic film, to achieve sustainable development.
