With the decades of reforming of state-owned enterprises,the issue of personnel shunt has been becoming the most concern problem,which is also important for government and company.As the conception of new normal and supply side structural reforms putting forward,the “Go Capacity” of steel and coal industries has been rose to national strategic height.The replacement of surplus personnel shunt is sustained by policy finances and social security from government.The state-owned enterprise that is troubled by bloated organization,staff redundant can take advantage of the opportunity to promote the modern human resources and improve a large number of human resource management system,including recruitment system,performance appraisal system,professional and technical training system,employees exit mechanism.With solving the historical problem of redundant staff,the enterprises establish a system to avoid the situation to re-produce.The human resource structure of state-owned enterprise will be optimized,and a long-term stable mechanism of human resource management will be established at the same time.This article will take the measure of personnel shunt replacement of ZM enterprise as a case to study,including in-depth study of various measures of the shunt placement,summarizing its successful experience,providing a reference for the similar enterprise personnel shunt placement.The study of this article is divided in three parts: Firstly,in order to construct the framework of the whole paper and establish a solid theoretical foundation of subsequent research,a large number of relevant theories,layoffs theory and state-owned enterprise surplus personnel shunt placement,were studied,ranking from foreign scholars to domestic scholars.Secondly,the urgency and the necessity of redundant staff shunt placement are realized by collecting data of China's economic situation,the coal industry information,countries and the relevant policies of the government at all levels in recent years,then stemming from the basic situation of ZM enterprise,the basic situation and the fundamental cause of redundant staff are understood and analyzed respectively.Then,the basic policies of the shunt placement,specific implementation process,support system and safeguard measures are cleared by the study of ZM enterprise personnel shunt placement related measures.Finally,in order to provide reference value to other coal enterprises,the successful experience,potential problems are summarized on the basis of the results of the current shunt placement of ZM enterprise.It is clear that the personnel shunt placement of ZM enterprise obtained a series of success,which mainly attributed to the enterprise that always adhere to the reform as the core place,continuously groping forward in the reform.Although the path of reform is full of difficulties,the enterprise makes efforts to overcome them.Its successful experience can mainly be summarized as follows: To executive shunt placement,we should bridge three links,namely individual link,enterprise link,and government link.In the terms of three links,communication,cooperation,mutual understanding,mutual support should be strengthen.For the purpose of ensuring the social security of staff,helping enterprises get out of crisis situation,promoting the national harmony and progress.There is only one way for state-owned enterprises which has entered into a dead end to get out of crisis.It is reform.Personnel shunt placement has played a vital role in the reform.There is no doubt that reform has just begun,and the reform of state-owned should have a long way to go forward.
