During the past several decades, the economy in China is developing rapidly. Enterprises in China are striding forward along marketization and internationalization and at the same time of making great achievements, they are also facing huge competitions and challenges. Power enterprises are no exception. New power reform and supply-side reform are under processing after the separation of power plants and electric network. As a power enterprise, how to encourage and utilize talents, arouse their enthusiasm to create value furthest and realize the win-win situation between enterprise and staffs have become the key of survival and development for state-owned enterprise.NY Thermoelectric Co., Ltd is a state-owned enterprise whose main business is generating electricity by thermal power and supplying heating. In recent years, the company has become an independent school in NY City relying on the development of thermodynamics and the profit is increasing gradually. Especially in the two years, the company has entered into a stage with rapid development. However, the corresponding management system is still behindhand. Although the company picks up the pace of reform, the whole management level is still behindhand especially the incentive system, which has led to staff's low morale and low motivation.Using the incentive system of NY Thermoelectric Co., Ltd as a plot line, according to the research idea of raising a question, analyzing a question and solving a question, the passage firstly does research on the current incentive system and then finds out the problems of small salary differentials, unreasonable salary structure, imperfect evaluation system, complex special awards with unreasonable distribution, training contents without pertinence, lacking training evaluation, insufficient career management. Then, by the methods of literature review and combining theory with practice, guided by company strategies, aiming at solving current problems of incentive system and satisfying staffs' demand to maximum the incentive result, the passage optimize current incentive system starting from two main aspects including material incentive and spiritual incentive according to incentive principle. In the respect of material incentive, besides traditional salary incentive and performance incentive, special award incentive could be introduced to combine the whole staff incentive and key incentive. In the respect of spiritual incentive, the passage discusses not only from the aspect of training incentive and career incentive, but also from the angle of reserve talent incentive, participative management incentive and job challenge incentive. The discussion not only involves in the lower-level needs of staff but also takes higher-level needs into consideration to perfect the incentive system. Meanwhile, the system pays more attention to the implementation and guarantee of incentive for excavating current human resource advantages, further develop the function of incentive and motivate company's power. The research conclusion and measures of the passage is valuable for the incentive system perfection of NY Thermoelectric Co., Ltd. Also, this research can provide reference for the same kind of enterprises to establish more scientific incentive system.
