Research On The Rural Inclusive Finance And Coordinated Development Of Urban-rural Economy In Jilin Province

Realizing the coordinated development of urban and rural economy is one of the important task of building a well-off society, but in the process of achieving the goals of balancing urban and rural development, the financial system being not heathy has become the bottleneck of rural economic development in China. To achieve the coordinated development of urban and rural economy depend on the innovation of rural financial system and the establishment of a modern rural financial system. Inclusive rural financial system is an important institutional innovation,also an important way to realize the construction of a reasonable division of labor, investment diversification, perfect function, service efficient rural financial organization system. The establishment of inclusive financial system has important practical significance for solving the problem of "three rural issues" and realizing the coordinative development between urban and rural economy in China.Since the reform and opening up, the rural financial market in Jilin province has formed including commercial, policy and cooperative financial institutions in rural credit cooperatives as the core, to the small loan company as the supplement, the agricultural insurance company,fund guarantee agencies to complete the financial system to assist the whole service status of rural financial organizations have improved significantly.However, in recent years, many financial institutions in order to maximize their profits for the development of the rural economy is relatively backward, and agriculture is a weak industry, large financial institutions faced more lager risk investment and the low rate of return in rural economy, therefore of inclusive financial system is still in the early stages of a low level.Although the urbanization process has developed,the development speed is still slow, the economic gap between urban and rural areas has further expanding trend, mainly reflected the increasingly widening income gap,obvious difference in the quality of life between in the urban and rural residents in Jilin Province.At present, most of the research on rural Inclusive Finance and urban-rural economic co-ordination is cut and split, ignoring their relationship of coordinated development. We believe that the evolution of rural Inclusive Finance and urban-rural economic co-ordination is embedded in an interactive and cooperative system, they promote each other.On one hand, the development of rural financial inclusion is an important driving force to promote the coordinated development of urban-rural economy, on the other hand, the coordinateddevelopment of urban-rural economy is an important factor affecting inclusive financial development in Jilin province, their coordinated development is the driving force for the sustainable development of regional economy.In order to realize the empirical detection of interactive mechanism of coordinated development of rural inclusive finance and, this paper constructs a collaborative development model, and based on the relevant indicators and data, calculates their degree of coordinated development. Conclusion shows that although the sub-system of Rural inclusive financial and urban-rural economic co-ordination system showed a clear upward trend, the compound system coordination degree of rural inclusive finance and urban-rural economy is still smaller and fluctuating, which shows that a good cooperative development mechanism Rural Inclusive Finance and urban-rural economic co-ordination has not been yet formed in Jilin Province.Based on this conclusion, this paper put forward some countermeasures and suggestions to promote the coordinated development between rural inclusive finance and urban-rural economy from the two aspects of constructing complex and multi-level rural inclusive financial system and improve the urban and rural economic development mechanism and system in Jilin province.
