Because our country is a large country, and large population, transportation occupies an important position in national economic development, which occupied an important part of railway to undertake a large number of passenger and freight transport, this greatly promote the development of railway construction and transportation industry. In the rapidly developing at the same time, due to the large difference of regional geography, nature is not the same, climate environment, all kinds of natural disasters and man-made accidents caused by a railway emergency occur repeatedly, at present our country's railway emergency rate is high, so the people's life and property caused by damage to the national economy and huge losses. In view of this, we are very necessary for railway emergency set up the mechanism of special prevention, management and rehabilitation, draw lessons from foreign advanced experience, in recent years, our country's railway figure ga event emergency management mechanism is gradually establish a nationwide.Railway emergency management system is an important part of railway construction and transportation system, also is the important guarantee of protection of the normal and safe running of railway, the national "11th five-year plan", in the 12 th five-year plan has been made clear to the content. In recent years, according to the central file "long-term railway network planning" and the relevant documents issued by railway department, China's railway network is expanding gradually, at the same time, the load of railway transportation is towards transportation speed faster, bigger, railway network density is higher in the direction of the development, it puts forward higher requirements on emergency management system, how under the new situation of railway operation in the process of hazard identification and prevention of early, to timely and effective emergency management, on how to carry out scientific and comprehensive rehabilitation after what happened and summarizes the work, as much as possible to reduce or even avoid the loss caused by emergencies, become a problem to be solved.Based on emergency management system of railway construction and transportation of important scientific and practical significance, aiming at institutions in railway emergency management system in our country is not reasonable, emergency response and timely enough problem, by using the analytic hierarchy process(ahp), fuzzy comprehensive evaluation method is used, combined with field investigation, etc., in railway construction enterprise for instance, to our country the current evaluation of railway emergency management system, to seek the advantages and disadvantages, and Delphi method to the scientific method of optimize the existing system of emergency management, to find suitable for China's national conditions of railway emergency management system, so as to achieve better for railway department to provide theoretical support for the purpose of the operation.
