| Ecological and green food is increasingly popular and it is promising for developing high-quality agricultural products. In terms of Xingwen County, it becomes important to promote adjustment of agricultural structure and improve farmer's incomes on basis of local resources in the context of "One Belt, One Road" (the Silk Road Economic Belt and the 21st-century Maritime Silk Road).In order to promote the development of regional dominant and special agriculture,a survey was conducted in Xingwen County to investigate the current situation of agricultural development by understanding the resource condition, and four characteristic products of agricultural development in the traditional agriculture(black fowl, golden cured tobacco, green fruits and white pig), and the emerging regional characteristics about small bamboo, chicken and selenium-enriched agricultural products. It shows that the development of regional dominant and special agriculture has been formed the characteristics about "three excellent" (industry, highlight, product, quality), "a three low" (small scale, small industry, small scale, low efficiency).Currently, it is urgent for characteristic agriculture of Xingwen County to formulate an integrated industry development conception about local resources, geographical features, product characters, market demands, and industry chain. It is disadvantage that the lack of science and technology support, imperfect industry chain and just repetition on low material and labor.The potential of regional dominant and special agriculture in Xingwen County show that:the area is abundant with agricultural resources, and is the largest natural selenium-enriched area in Sichuan Province. What1 more, Xingwen County have advantages in transportation, for example, four railways, four expressways and Yibin-Chongqing Golden Watercourse have been built through Xingwen County..In addition, depending "One Belt, One Road", the Yangtze Economic Belt, Chengdu-Chongqing Economic Zone, and Wumengshan Economic Zone have a good development.Based on local resources and geographic conditions, and the altitude of regional development, regional raise, it is feasible for Xingwen County to develop local characteristic agriculture by selenium-enriched agricultural products, including selenium-enriched high-quality cereal oil, vegetable, fruits, mushroom, meat, egg, livestock product, aquatic product, as well as organic fertilizers, and so on, then integrating resources, capital and technology in relevant industries, such as feed industry, packaging industry, transportation industry, and service industry is a good way to further advance county-level agriculture and industry upgrading.Around this goal, the government should clearly locate the industrial development, and formulate an open diversified and mutual-support industry development plan from the perspectives of regional development, integrated use of resources and industrial cluster, government should play a role by formulating comprehensive supporting policies and turning governmental functions with consideration of resource use, capital and technology integrations, as well as environment protection, and providing services for industry advancement in aspects of capital, technology and talents. In general, government serves as a leader in constructing a large-scale and large-circle industrial economic zone.As for enterprises, around the basic goal of richening farmer, they should be engaged in base construction, industry development, and they also should grasp the safety of product quality, pronounce the regional dominant products by diverse channel, and build multichannel network. Formulating the characteristic on selenium-enriched special agricultural products with the help of internet, finally, the way can promote the economic development in Xingwen County.In conclusion, it is necessary for Xingwen County to build a large-scale industry cluster by making use of local characteristic agricultural products and improving relevant fields, such as packaging, transportation, information and servicing with the combination of policy, capital, technology, talents and products. There is difficult to finish the agricultural development, but Xingwen agriculture should be better. |
