Since the Reform and Opening, the agricultural enterprises in china, especially those in the western region agricultural industrialization present a gratifying situation, agricultural leading enterprises, have made great development to support sustainable economic development of agriculture and made positive contributions to the local farmers’ income, etc. In China’s economy is in a critical period of transformation in the development, more and more agricultural entrepreneurs and executives have realized that the senior management, low quality of agricultural enterprise human resources and bad environment of objective reality has become the biggest bottleneck of the development of agricultural leading enterprises. How to reasonably develop rural labor resources, really translate China rural base of abundant human resources into strong driving force of boosting agricultural enterprises of sustainable development, has become a major subject urgently to be solved in agricultural enterpriseStarting from the basic theory of human resource development and learning human resource development at home and abroad for reference, the theoretical achievements and practical experience, this paper expounds the concept, characteristics and basic principles of the agricultural labor force resources development. At the same time, choose the national agricultural industry leading enterprises-YB, CC company as the research sample, analyze labor resources advantages, problems and external development opportunities and development of the enterprise internal development from the micro perspective, found those prominent problems problem such as low overall quality, low level of management, unreasonable position setting, unstable employees and combined with SWOT analysis concluded that the CC company implement the strategy of human resource management countermeasures. Finally, from the macro level summary put forward Suggestions on agricultural enterprises human resource development.The Paper studies show that promoting enterprise human resources development strategy has far-reaching significance for improving core competence of agricultural enterprise and promoting rural social and economic development of high quality and efficiency. Improving and strengthen human resources management of the agricultural enterprise should focus on focus on the following four aspects:the first is to strengthen the function management of the human resources department; the second is to strengthen quality management of human resources; the third is to improve the salary management; fourth, is to implement target management. These four aspects are not mutually independent, must synchronize design and implement, can effectively improve the quality and level of agricultural enterprise labor resources development.
