Entering the information age,with the acceleration of knowledge updating,the enterprise's score competitiveness depends on the knowledge rising of enterprise members.Small and medium enterprises should adapt itself to meet the new requirements,pay more attention to the enterprise knowledge management,especially tacit knowledge management.It's significant for using tacit knowledge theory on establishing human resources strategy.Strengthening enterprise culture construction,perfecting enterprise system,attracting and developing talents based on tacit knowledge is the key role for establishing human resources strategy.This paper describes the tacit knowledge theory and human resources strategy of enterprise,and the status of domestic and foreign research and related literature review,analysis the current situation of tacit knowledge and human resources strategy of small and medium enterprises.Based on tacit knowledge management and communication and sharing considers the problems in human resources strategy of small and medium enterprises,analyzes the causes and troubles in improving progress.It's also analyzes the effect of managements and employees' tacit knowledge level in progress if establishing enterprise culture construction and human resources strategy.Based on tacit knowledge management theory for establishing human resources strategy should consider this problem with strategy vision,pay more attention on excellent enterprise culture,learning and exchanging organization,human resources management,and proposes solution scheme for how to strengthen exchanging and sharing tacit knowledge in small and medium enterprises.This paper takes X enterprises as an example and presents that the enterprise could use AHP for making promotion decisions in the progress of establishing human resources strategy.
