Analysis And Suggestions On The Evolution Of My Country's International Trade "single Window" Construction From The Perspective Of Trade Facilitation

The single window of international trade is an important measure to promote trade facilitation,improve trade efficiency and optimize business environment.The World Customs Organization and other international trade organizations vigorously promote and publicize the benefits of "single window",and formulate standards and clear objectives.All countries in the world have made beneficial explorations and attempts for a single window.They have enriched experience and practices from key promoters,operation modes,sources of funds,scope of services,and technical standards,providing valuable reference for the construction of "single window" in China.To push forward the construction of "single window" is not only an obligation to fulfill WTO entry,but also an inherent necessity to meet the steady growth of our foreign trade and an inevitable choice.After nearly five years of efforts,China's construction of "single window" from scratch,from local pilot to the country,has made significant achievements,as trade participants brought tangible benefits,improve the level of government administration and effective supervision to optimize the customs inspection and quarantine and other law enforcement departments.But at the same time,there are still many problems such as lack of organization coordination,business coverage,lack of convergence among single windows,uneven development,and disunity of technology system and standard.It is suggested that we should strengthen the top-level design,perfect the corresponding laws and regulations,clarify the division of responsibilities,straighten out the working mechanism,choose the operation mode synthetically,adopt the unified data standard,deepen the administrative system reform,and provide impetus for the construction of a single window.Built in the true sense of the national integration of international trade single window as soon as possible through these measures,the future China with the world economy and international trade country's own advantages and continue the spirit of reform and innovation,must be built into the China to reach the world advanced level of international trade single window.
