Tibetan Water Conservancy Construction Management Mode And Business Process Research

In recent decades, Countries stepped up efforts on construction of infrastructure, water conservancy project as livelihood projects are also in rapid development. The projects such as the Three Gorges project, Xiluodu power plant, have marked the water conservancy project is in a state of thriving. Water resources have the advantages of small pollution, good benefits(especially ecological benefit and social benefit),etc. But water conservancy projects often have their unique characteristics like complexity, long construction period, which are also reflected in the process of project management. Water conservancy project management mode, organization mode, business process and other aspects have appeared unstandardized phenomena, leading to the project investment over the concept, the quality does not meet the requirements of the construction, the progress of the delay and other serious phenomenon. Although some domestic projects have tried to adopt the international advanced management mode, organization mode, however, because of the lack of understanding of the management units of these models, there is no combination of the actual situation of China's water conservancy projects, so that the efficiency of management mode is not obvious. Combined with the working process of the organization not having truly standardized and institutionalized, the work process is heavy, repetitive, low efficient while other issues still exist. Therefore, in water conservancy project construction units, establishing a standardized project management system is essential.This dissertation, taking the Tibetan Laluo engineering as an example, firstly, analyzes the characteristics in construction management of water conservancy projects in plateau area. The high altitude and coldness of environment as well as the cultural and social characteristics of Chinese minority have an influence on the project comstruction management. Secondly, the dissertation identifies the real problems in organizational modes, business processes and human resources management based on interview and questionnaire surveys; under current management, it is difficult to ensure enough human labours, well performance of preliminary-stage's work as well as the impacts of supervisors and design representatives on the project delivery. Thirdly, it comes up with suitable management strategies for the Laluo project, including, the resource share mode between owner and other stakeholders, duty allocation within owners' different functional departments, management process as well as human resources performance evaluation methods. The results show that the proposed management modes can enhance project management efficiency and helpful for the practices of hydraulic engineering standardized management.However, the improving effects of management modes are based on continual trials, practice as well as the efforts of all stakeholders. The efficiency of projects construction management could enhance by all the participants focusing on the project goals, trying to improve management modes and solve the current problems.
