| During the ‘two meetings’ in 2015,the scientific and technological small and micro enterprises became a hot issue.Following the constant advance of the ‘13th Five Year’ plan,and the innovative development going deeper,the leading role of the scientific and technological innovation in building national innovation system is becoming more and more important.The scientific and technological small and micro enterprise is in significant numbers and is also the most dynamic and potential organization of science and technology,which develop the enormous function in developing the national economy and solving problem of employment.But because of the complicated and fickle international economic environment and the weaknesses of the scientific and technological small and micro enterprises themselves,such as small size of the enterprise,insufficient fund,etc,they are easily buried in the international economic wave.The lack of soft power will also hinder their development.Hence,if we want to push the development of the national innovative economy with the help of the scientific and technological small and micro enterprises,we do need to solve the problem of them and inspire their potential,which needs the help and cooperation of the government in all directions.The collaborative innovation is the most effective way to integrate innovation resources and improve innovation efficiency,which is also the focus of the research of the trade of scientific and technological development and innovation theory.Collaborative innovation has many advantages such as getting innovation resources easily,high efficiency of development,etc.And the collaborative innovation between the government and the scientific and technological small and micro enterprises bases on mutual benefit which can not only improve the comprehensive competitive power of the scientific and technological small and micro enterprises,but can also help the government promoting the development of the national economy.The key point of this paper is both on how to cover the shortage of the scientific and technological small and micro enterprise and inspire their potential via the collaborative innovation between them and the government and promote the national economy via this collaborate innovation.This paper is basis on several theories such as synergy theory,Marxist innovation theory and the Marxist theory of ‘science and technology are the primary productive forces’,etc,starting by the motivation and effect of the collaborative innovation between the government and the scientific and technological small and micro enterprises,including internal profit-drive,market economy pushing and the government leadership.Researching the different collaborative innovation operation patterns,features and effects according to different roles the government plays.Rationalized opinions and suggestions are proposed in the end about the collaborative innovation between the government and the scientific and technological small and micro enterprises,including establishing the collaborative innovation system and platform for our scientific and technological small and micro enterprises,etc.,according to the situation of China. |
