Deliberative democracy is under the leadership of the CPC, all aspects of people's internal around the practical problems of reform development and stability of major issues and relates to the vital interests of the masses, to carry out extensive consultations in the implementation and decision-making before the important form of democracy, and efforts to form a consensus. We can see that the deliberative democracy objectives two aspects of effective, democratic decision-making and promote consensus. The construction of the system of the deliberative democracy in order to promote extensive, multi-level, institutionalized, need to allow more ordinary people and effectively participate in the process of political decision-making in. When people are involved in the time in political decision making, with its own ideas, knowledge and experience of public consultation will be formed consensus on decision quality, impact.With the rise of the Internet media, people's participation in the political ability and enthusiasm are improved. The virtual space constructed by the people on the Internet to discuss public affairs, to obtain information through the internet. But the public discussion and information for people on the Internet access, will inevitably affect the awareness about the common problems in reality. This paper tries to observe the Internet media has brought these effects from the perspective of deliberative democracy, to explore the significance of the deliberative democracy. This paper mainly from two aspects to carry on the research, the first: the Internet media to build virtual space of a network of public discussion, this space plays a role in public field, and people interaction in the public domain will affect people's behavior, and play a role of the formation of public opinion. And finally form a certain influence on the formal deliberative democracy. Second, the rise of the Internet media has changed the way people access to information, the transfer mode of amount of information, people can get information have undergone tremendous changes. And this kind of change will affect people's understanding of the world, affect people's concepts, preference, has certain influence to quality and the formation of consensus on deliberative democracy decision-making. In conclusion,this paper is not the study of Internet discussion and interaction,data access as a form of deliberative democracy,but as a background of democratic consultation to study.
