A Study On Deliberative Democracy Institution Built On TV Media

The construction and the operation of public governance system, as well as the realization of the goal of good governance, need to absorb the institutional innovation achievements in the practice of integrated management to promote the reform and restructuring of the governance system, and the deliberative democracy institution is intended to provide an inclusive cooperation program and promote the effective collective action, and thus the deliberative democracy has become the focus of the basic level of governance, and the exploration in the field of deliberative democracy is becoming richer and richer. However, the deliberative democracy institution corresponds to specific external environment requirements and internal structure, effective institution design should be adapted to the external environment, otherwise, such a institution model is difficult to play a role in the broader space or in long time. Therefore, it is quite significant to find out such kinds of deliberative democracy institution which is combined with China’s overall political environment, and able to adapt to the diversified economy and cultural background, to play a long-term role in a wide range of grassroots governance.The analysis of the current mature institution of grassroots deliberative democracy shows that the institution of deliberative democracy is facing a dilemma consists of the problem of common understanding, the starting resistance and effect problem in practice because of the current governance environment, so the deliberative democracy institution that is able to participate in the process of public governance efficiently should follow the developmenting trend of focusing on the life politics, combining with the existing institutional framework and introducing supervision mechanism, which means designing high quality institution to respond to the practical difficulties. The participation of media in the process, provides a platform for the development of a number of advantages and an extention of space and time. Through the comparison of the traditional network forum and social network media and TV media, it reveals that the TV platform is more in line with the inherent requirements of Deliberative Democracy, and it just can be found in recent years that the combination of public governance and the form of television programs are transforming from "asking and answer"form to common consultations. A program in Hangzhou TV named "our roundtable" is a typical representative of such TV programs.Through a complete count of 696 program theme of the roundtable from its launch to the final phase in 2014, showing the scope and focus of this institution of deliberative democracy governance. The results show that the governance range of the round table covers the urban management, basic lifehood, spiritual civilization, economic, politics, public welfare, and other specific issues of the whole society. At the same time, the overall view of this system is the most closely related to the livelihood of the people, such as education, medical, transportation and other specific issues of the most concern; the statistics on the hot topics show that the round table will be more inclined to involve a topic with wide range of interests, extensive discussion and little controversy; and it shows the selection of topic is more likely to be involved in the two aspects:social guidance and government guidance. On the other hand, the mechanism of the formation of the characteristics of the TV platform, the representative selection mechanism, the host mechanism, the rational molding mechanism and the public decision-making mechanism, these mechanisms not noly have a clear focus, but also combine the public consultation process and the traditional administrative process in structure, and strengthen the effectiveness of public supervision and consultation with the power of the platform. The effective operation of this series of mechanisms ensures the "round table" in line with the requirements of the idea of deliberation democracy, and have the potential to play a long-term role in a wider range of governance.The study found that the "round table" system can obtain a better effect beyond the traditional administrative way, reshape the relationship between the main body and public spherein the continuous operation, cultivate public reason with participants in continuous operation in a subtle way. However, in the view of current operating results, as a representative of this institution type, the "round table" still has some Significant shortcomings mainly because this institution has not yet fully integrated relevant rich governmental, social and personal resources, incluing lack of institutional feedback, randomness in the process of preparation and low level of profession of the representatives. Therefore, multiple governance subjects should be collaborated to extend the "round table" so that it can access multiple resources. Specifically the following measures should be taken:To increase the support of government, combining round table institution with the public sector evaluation; To cooperative institutes for social research and enhance the openness and scientific rationality of the preparation process;To excavate more grassroots governance main body and cultivate the basic governance system and the atmosphere.
