From ruling to governance is the common law of human political evolution.The ideal goal of governance is good governance,that is,management activities and processes to maximize public interests.The community plays a role of basic unit in the society and neighborhood committee plays a role of core unit for community autonomy.The role of neighborhood committee directly affects the interaction between the government and society and finally influences the economic operation and social development in our country.The thesis mainly focuses on the core problem of "how to reshape the role of urban neighborhood committee in our country".Taking the 46 neighborhood committees in C District of Y City as an example,and taking the governance theory as the theoretical foundation,it analyzes the lost status of neighborhood committee's role by empirical research methods,from the relationship between government,neighborhood committee and other community members,mainly behaving as government agents,the manager for resident affairs and the single participant in the community.There lies deep social roots behind this lost status:the historical tradition of "strong state weak society";seriously lack of laws and policies,lack of standardization;over-reliance on government and the weakening of social self-government function;the low level of community worker;lack of participation of neighborhood communities,poor participation and so on.In the end,through deep analysis,the thesis sums up the proper role of urban neighborhood committees in our country,that is,by the means of improving the autonomous ability,reshaping the concept of governance,perfecting laws and policies,arousing neighborhoods'enthusiasm for participation,improving professional standards and strengthening special governance.Trying our best to be community facilitators,servants and leaders,as well as professional community workers and guide.
