Research On The Construction Of Professional Ethics Of Chinese Civil Servants Based On The Theory Of Organizational Citizenship Behavior

China is in the period of social transformation which has made the administrative environment changed in modern times.As the representatives of state and government civil servants,who are responsible for public affair management and providing public services,play an important role in government work.The professional morality construction of civil servants is the key step in the improvement of the image of civil servants and the government credibility,their professional moral condition will greatly affect our country to achieve the goals of the government's job.With the continuously go deep into the political system reform,more and more scholars and politicians begin to pay close attention to the professional morality construction of civil servants in our country.Based on academic achievements by overseas scholars,the article not only analyzes the meaning of civil servant professional ethics but also summarizes the specific content.By discussing the problems existing in reality and analyzing the causes of their emergence,based on organizational citizenship behavior theory,proceeding from promoting emergence of civil servant organizational citizenship behavior the article puts forward valid construction ways and provides a new theoretical perspective for the study of civil servant professional ethics construction.The article analyzes what sense civil servant organizational citizenship behavior makes to its professional ethics construction.The article is based on the theoretical perspective and starts from the five dimensions of the theoretical perspective of organizational citizenship behavior,considers the factors that affect the organizational citizenship behavior,and proposes approaches of professional morality construction of civil servants as follows: creates a good cultural atmosphere by encouraging altruistic behavior;improves the responsibility consciousness and promotes the construction of professional ethics legalization;cultivates sportsmanship,inherits and carries forward the traditional virtues;advocates civic virtue and improves the career satisfaction of civil servants;improves civility cultivation,standardizes extraction and training process.Academic articles studying on construction of civil servant professional ethics are mostly from the points of view of government,but the article proceeds from organizational citizenship behavior theory,from the perspective of civil servant individual behavior,by increasing civil servant organizational behavior,to strongly push forward the construction of Chinese civil servant professional ethics.
