The Current Situation, Countermeasures And Research Of E-government In Hualong District, Fuyang City

The globalization of economy and the application of electronic information technology have put forward higher requirements to the operation mode of modern government. E-government for the transformation of government functions, improving the administrative efficiency and other aspects are playing a growing role. Therefore, all countries and regions will be E-government as a strategic priority development directionForeign E-government service research in the entire E-government research in a large proportion, these researches focus mainly on the impact of factors, service management, service delivery, the application of empirical methods, and so on. On the basis of the theory of the E-government affairs, the theory of the transaction cost in the political theory of transaction cost, and the evaluation criteria for the application effect is still to see whether it can reduce the transaction costs of the public sector. Generally speaking, the research of E-government affairs in developed countries is tending to the application domain, and help to expand the channels and scope of application on the basis of summarizing the experience and actively.Since the 80s of last century, E-government has developed very quickly in our country. The E-government has played an important role in the public service in various fields of social and cultural life in China, especially in medical care, education, public security and human resources. Relying on the strength of China’s economy and technology, E-government in China has entered a very high level in recent years. In China, the research on electronic government affairs starts late, but in recent years, with the increasing emphasis on the government, especially since 2004. the relevant research has been increasing. Domestic research mainly focuses on the importance of the development of E-government, government services, construction methods, service performance, information disclosure and so on.<2006-2020 national informatization development strategy> has pointed out that we should vigorously promote the development of information technology, electronic government.With the rapid development of E-government. there are many aspects of the problem as well. For example planning chaos, lack of stability and sustained investment, professional personnel shortage. the problem of security, the lack of public service personnel, political system constraints and so on, especially in the local government at county level. Due to regional development imbalance, or the investment in infrastructure construction is not in place, the concept of information technology and other factors, resulting in the difference between the region and region, the same region, the impact of the leadership of personal preferences, development is not the same. As a connecting link between the preceding and the following, county level government can help for study China’s E-government development and popularization. From the current point of view, the momentum of E-government development is better at the municipal level and above. Therefore, research on county level of grass-roots government ideas, analysis of problems existing in E-government and the deep-seated reasons, to put forward countermeasures, so that E-government can really play a role, better serve the economic construction and social development, better service to modern enterprise, has important significance.As the city of Puyang area, Hualong District has certain representativeness in the central and western regions of the county level E-government development. In the process of writing this paper, we will draw on the existing research results and relevant literature, using empirical analysis, literature research, comparative analysis and so on. Through the analysis of the case of the E-government in Hualong District, the feasible suggestions are put forward:establishing of e-government office center, merger of E-government networks, setting up a stable budget investment mechanism, improving the structure of the personnel optimization, business outsourcing, rational allocation of personnel, strengthen the training of civil servants. Hope that through this study, to find the real cause of the healthy development of E-government in the county government, to improve the basic ideas and the overall framework for the future development of China’s basic level E-government affairs, to provide a reference for the healthy development of the cause.
