At present,the size of the urban fringe groups is very huge,they suffered the different kinds of discrimination and unfair treatment and they still to be excluded from the mainstream of society,so like this it's very easy to induce various of social contradictions happened,and then endangering the stability of country and society.Because of the influence of large distant in the social resources distribution,the harden of class rising flow,and the design of relief system still on paper,the urban fringe groups even has the tendency of "generalization".(That means the middle class of society are more likely to slide to the bottom of the society,and every middle class of social is possible to become the underlying group,such as because of sickness to be poor,unemployment cause of industrial structure adjustment and so on,and these falling like this from high to low is often difficult to reverse).By analyzing the present situation of the urban fringe groups on the basis of jurisprudence and sociology theory to expound the necessity of protecting the rights of it.The author puts forward his own views and opinions of the problem about the protection of the rights of the urban fringe groups,which in current is existing in our country.Eventually the author believes that only by putting the problem of the urban fringe groups into the view of law,absorbing it into the rights of survival and development,it can be make sure the social vulnerable groups get the protection which is effective and can keep for long time.
